Council Minutes of 11/16/2004 <br />5 6) In the afternoon of November 11, 2004, he attended an open house by Laketec <br />Communications Inc. celebrating their move from Westlake to larger quarters here in <br />North Olmsted. <br />7) A picture of former Mayor Ed Boyle has been obtained and it will be framed and <br />positioned on the rear wall of Council Chambers where he will be formally recognized <br />for his services to the City of North Olmsted for the years 1990-1997. <br />8) A draft schedule of the timeline and target dates has been prepared for the replacement <br />Fire Station No. 2 project. The schedule is now under review, and a recommendation <br />will be made to Council in the next several weeks. Review by Planning Commission and <br />the Building, Zoning and Development Committee of Council will commence shortly. <br />9) City Hall will be open on Friday, November 26, the day after Thanksgiving. <br />10) On Monday, December 6, the annual tree lighting ceremony will be held at 7 p.m. in <br />front of City Hall. Hot refreshments and pastry will be provided after caroling, Christmas <br />music by the North Olmsted Band Ensemble and a visit from Santa Claus. <br />11) On November 30, at the Community Cabin, he will administer the oath of office to <br />the newly elected officers of the North Olmsted Community Council. <br />12) On December 1, at a banquet at the Community Cabin, the North Olmsted VFW Post <br />7647 will honor Jim Calvitti as VFW Police Officer of the Year 2004 and Daniel M. <br />Weisbarth as VFW Fire Fighter of the Year 2004. <br />13) With regards to the leaf project, collection is under way in all four zones and it's <br />going to continue until mid-December when three passes have been completed through <br />the entire city. As of today, over 10,000 cubic yards of leaves have been collected. This <br />is more than half of last year's total. <br />14) Finally, an update on Crocker Stearns Road. The land acquisition process should be <br />completed in the early part of 2005. The County Engineer's office will complete the final <br />plans regarding bidding purposes for ODOT approval. Following approval, the bidding <br />process should start approximately on December 1, 2005. Contract awards and ground <br />breaking will occur in spring of 2006. Although the County Engineer has committed on <br />the order of $17 million for the road construction, it is up to Westlake and North Olmsted <br />to fund the land acquisition costs which amount to about $7 million. The split between <br />the cities is roughly 60% North Olmsted and roughly 40% Westlake, with North Olmsted <br />being responsible for about $4 million. Through our lobbying efforts and help of <br />Congressman Kucinich and Senators Voinovich and DeWine, we have secured about <br />$1.2 million of government funds for land acquisition plus other funds. Thus leaving the <br />balance of about $2 million the responsibility of North Olmsted. By virtue of a new <br />agreement represented by Ordinance 2004-183, which he will introduce tonight, except <br />for some utility costs, by discussions between Westlake and the County Engineer, North <br />Olmsted will have very little, if any financial responsibility, for the construction of <br />Crocker/Steams. <br />Law Director Dubelko: 1) Litigation update: <br />^ November 5, a case management conference was held in the Lois O'Brien vs. City of <br />North Olmsted case. A discovery schedule and dispositive motion deadline was <br />established. A settlement conference has been set in the case for September 27, 2005. <br /> <br />2 <br />~~.~:, <br />
