Council Minutes of 11/16/2004 <br />authority of the Chief to revise policies relating to call-back of fire fighters when squads <br />are out on the road. <br />10) He recently received an interesting legislative alert from the Ohio Municipal League <br />regarding pending HB 260. Originally, this was a bill that was intended to make certain <br />reforms in estate tax laws only, but it has been amended to address a municipal court <br />issue. The amendment provides that a newly established mayor's court must charge and <br />collect certain court costs that have been in place for building construction and <br />computerization in municipal courts and then pay those costs back to the district's <br />municipal courts. This would make it difficult to charge the city's own costs for the <br />operation of a mayor's court. This amendment, which is opposed by the Ohio Municipal <br />League, doesn't have anything to do with the original subject of the bill and probably <br />violates the one subject rule. It has been passed by the House, and it is moving on to the <br />Senate. <br />11) November 15, he attended, along with the Safety Director, Service Director, Planning <br />Director, Bldg. Commissioner and Asst. Fire Chief, the meeting regarding a timeline for <br />land acquisition and building construction for the new fire station. <br />12) November 16, he provided legal advice to the Safety Director and Fire Chief <br />regarding the obligation under the collective bargaining agreement to pay fire fighters <br />who attend arbitration hearings as grievance witnesses or union representatives. <br />14) He has reviewed the list of pending legislation and found several which could be <br />tabled. <br />14) City Prosecutor Dan Ryan has submitted formal written notice of his plans to retire <br />effective January 16, 2005. Dan has been a member of the city's Law Dept. since 1980, <br />and prior to that he served as an Assistant County Prosecutor in Cuyahoga County. He <br />will be sorely missed. Dan did a good job for our city, and once again the city will be <br />losing an employee who has a vast amount of institutional history regarding city <br />operations. The hiring process has begun, and a new Prosecutor should be on board by <br />January 16. <br />Finance Director Copfer: 1) Today she sent a memo to Council regarding future sewer <br />credit checks. She would like to discuss this topic at an upcoming committee meeting as <br />a change does need to be made. (Finance Chairperson Kasler agreed to take the issue <br />into committee.) <br />2) Based on discussion from a recent committee meeting, she has presented to Council <br />several scenarios with regard to setting the salaries for Ward Council members and the <br />President of Council. Hopefully, that issue can be added to the next Finance Committee <br />meeting so the legislation can be introduced in December. <br />3) The month of September financial system is closed. The reports were distributed to <br />Council and the directors last week. She has not had an opportunity to analyze them in <br />any way to revise ayear-end unencumbered balance amount or to change that amount. <br />4) The tax rate ordinance which was received last week from the County must be passed <br />tonight as it must be sent to the County Auditor before the next Council meeting. The <br />rate changes were discussed in caucus this evening. <br />Councilman McKay, chairperson of Environmental Control Committee: 1) The <br />committee met on November 8.
