Council Minutes of 11/16/2004 <br />voted 2-l, with Mrs. Kasler dissenting, to amend Ordinances 2004-164 and 2004-166 <br />to reflect afour-year pay scale from 2004 to 2007 with the percentage of raise in 2007 <br />being 2.25%. Councilwoman Kasler moved that Ordinances 2004-164 and 2004-166 <br />be amended to include pay ranges for 2007 at 2.25%. The motion was seconded by <br />Councilman Gareau, and the motion passed unanimously. Ordinances 2004-164 and <br />2004-166 are amended. <br />• Ordinance 2004-164 was further discussed as there were several changes that were <br />made and explained by the Personnel Director. Those changes included addressing <br />the Fair Labor Standards Act compliance, establishing a fixed longevity figure, <br />adding an additional floating holiday and anyone using sick leave getting an <br />additional eight hours off. Also, Section 23 addressed the boot allowance and the <br />suggestion that was made was to eliminate two inapplicable positions. However, <br />there was further discussion as to the question of boot allowance raised by <br />Councilmen Dailey and Gareau. Basically, the question was whether or not boot <br />allowance is automatically paid or whether receipts should be presented. Councilman <br />Limpert disagreed with the suggestion of requesting receipts for boot allowance pay, <br />stating that, if we require a receipt, we should provide an incentive by raising the boot <br />allowance figure. Councilman Dailey countered that he felt it was an accountability <br />issue. Service Director Driscoll, who would be responsible basically for the boot <br />allowance issue, stated that asking for receipts to be presented would not be a <br />significant problem and in fact he didn't think that was an outrageous request. After <br />much discussion of the problems back and forth, a motion was made to amend <br />Ordinance 2004-164 in the section regarding boot allowance to include language that <br />the receipt of purchase should be presented as a prerequisite to payment of a boot <br />allowance. The committee recommended approval of the amendment 2-1, with Mr. <br />Limpert dissenting. Councilwoman Kasler moved that Ordinance 2004-164 be <br />amended to require that a receipt of purchase be presented as a prerequisite for <br />payment of a boot allowance. The motion was seconded by Councilman Gareau. <br />Roll call: Kasler, yes; Gareau, yes; McKay, no; Limpert, no; Dailey, yes. The <br />motion to amend failed as it did not receive a majority with three yes votes and two <br />no votes. <br />^ All three ordinances, 2004-164, 2004-165 and 2004-166, were recommended for <br />approval either unanimously or by a majority of the committee in their total <br />substance. <br />^ Ordinance 2004-176, the issuance of the $3.5 million notes for the fire station. There <br />was some unrelated discussion in the committee with regard to gathering details on <br />the timelines for the fire station, the location of the fire station and other information <br />that will be presented to Council at a future time. The committee unanimously <br />recommended approval of the legislation. <br />^ Elected officials' salaries for Finance Director, Law Director, Mayor, Ward Council <br />and President of Council. The Director of Finance, the Mayor and the Director of <br />Law recommended that the percentage over four years for those positions of the term <br />from 2006 to 2009 be 2.25%. The committee agreed that was reasonable and not an <br />excessive amount. The committee next discussed attempting to equalize all the <br />salaries of Council-at-Large, Ward Council and President of Council.
