Council Minutes of 11/16/2004 <br />salaries have been set for the term 2004-2007.) The goal is to equalize all those <br />salaries so that all of them are the same by at least 2009, and possibly before that year <br />depending on the scenarios which were to be presented to Council by the Finance <br />Director. The issue was held in committee until the information was received from <br />the Finance Director. (The Finance Director presented the scenarios to Council this <br />evening.) In general, there was an agreement on getting to the goal of equalizing <br />Council salaries, but the method of achieving that will be discussed at the next <br />committee meeting. <br />Councilwoman Kasler, member of the Public Safety, Health & Welfare Committee, <br />reported for Councilman Miller, the chairperson: 1) The committee met on November 8 <br />and held a very brief discussion with regard to the Traffic Code and changes being made <br />to that code which Assistant Law Director O'Malley has been working on. The report <br />was given by the Law Director at that time that any changes that have been made to the <br />Traffic Code have been incorporated into the revised codified that was recently received. <br />Also, the Law Director's recommendation is that in the near future Council look into any <br />local variations and bring those back to committee to be discussed. <br />Councilman Dailey, chairperson of the Recreation, Public Parks & Buildings Committee: <br />1) The committee met on November 8 to discuss Ordinance 2004-175. In attendance <br />were committee members Nashar, Miller and Daily; Law Director Dubelko and various <br />appointed directors. This legislation allows for greater flexibility for the Springvale <br />Manager to vary rental rates for both the ballroom and the golf course itself. Mr. Miller <br />mentioned that this ordinance is what he envisioned. It creates parameters for the <br />Springvale manager to work under regarding both pricing and usage. It will help to <br />eliminate the possibility of potential pricing abuse. Safety Director Jesse, who has <br />oversight for the facility, also mentioned that both he and Springvale Manager Marty <br />Young were pleased with the final results and he believed that this ordinance will <br />encourage more conversation between the two and hopefully lead to a financially more <br />successful operation. The committee unanimously approved and requested passage under <br />suspension of the rules. <br />Councilman Gareau, chairperson of the Building, Zoning and Development Committee: <br />1) The committee met on November 8. Present were Council members McKay, Limpert, <br />Gareau, Dailey and Nashar; Building Commissioner Conway and Directors Wenger, <br />Driscoll, Dubelko and Farver. Agenda items were as follows: <br />^ Ordinance 2004-174, an ordinance amending Sections 1163.02 and 1163.33 of <br />Chapter 1163 of the Zoning Code entitled "Signs" so as to restrict building materials <br />for and design of temporary signs. This legislation was sponsored by Mr. Nashar, <br />who indicated to the committee that there have been instances in the past in our <br />commercial district whereby commercial tenants have made homemade signs, <br />something on occasion not more than a simple piece of wood with spray paint on it. <br />The homemade signs have a negative effect upon the retail district.
