Council Minutes of 11/16/2004
would be appropriate. These would not go to content, but more to building material
which would be suitable for temporary signage. The committee unanimously
recommended to hold the matter in committee to be forwarded to the Building Dept.
and Law Dept. for further discussion on some more detail with respect to issues
which came up during the committee meeting.
^ Planning Commission referrals:
- Kennedy Ridge Townhomes, the new residential housing project on Kennedy Ridge.
The proposal was for a modification of landscaping and lighting which had
previously been approved and also some fencing issues. Regarding lighting, there
was a miscommunication with the individual contractor who installed the lighting,
and he installed it incorrectly. He put the lighting on poles which were of a
significant height as opposed to actually installing more ground level lighting. The
applicant now seeks to keep the lighting as is as opposed to taking it all down and
putting up new lighting. It was agreed that the light poles along the entranceway
would be lowered to 12 feet and the light fixtures would be shielded so as not to shine
on neighboring properties. Lighting style would remain the same throughout the
complex. The lights on the building would be changed to 40 watt bulbs and lighting
cut sheets and new photometric plans would be submitted per code. With regard to
fencing, there is an existing fence at the end of the entrance drive on the west side
which would now be board on board. The proposed fence on the southwest corner of
the property would also be board on board. Regarding landscaping, there will be a
low mound between 15 and 18 inches that would be added behind the existing fence
at the end of the entranceway. Three trees will be planted to shield the neighboring
property from light spillage, although our code does not really permit for light
spillage. Some debris and other materials that will be removed. This matter was
referred from the Planning Commission with those recommendations. Because of
some matters that came up during the course of the Building, Zoning and
Development Committee meeting, it was agreed to hold this in committee and it will
be established at the next Building, Zoning and Development Committee meeting.
- Dallas Shoe Warehouse. This is a revisit from a matter that was brought up several
months back. lt's a simple restructuring of the facade of the old Kids R Us store on
the Great Northern Shopping Center strip. The Planning Commission and the
Architectural Review Board had approved the project with the recommendation to
expand the center awning to be in better proportion with the building and that there be
some additional landscape plantings installed in the rear. New elevations were
submitted after a great wait, and they met with the approval of the Planning Director
as well as the Planning Commission and the Architectural Review Board.
Councilman Gareau made a motion to accept and approve the Dallas Shoe Warehouse
front facade and interior renovation subject to the recommendations of the various
boards and commissions. The motion was seconded by Councilman McKay and
passed unanimously.
- Fiber Tower, a proposal for the addition of an antenna tower on the Westbury high-
rise apartment building. The applicant requires a conditional accessory use permit.
The city's Wireless Telecommunications Overlay District permits three wireless
8
,.~.,:.,~... ~ +w+e~AN .ksx~n~e.» _~sKR~n...~a..a..,.~~,mnar~m~..~a~ .~„ .rc.Y...~a~.a~
