Council Minutes of 11/16/2004 <br />devices on the building. The city can grant an additional conditional accessory use <br />permit for those devices which exceed three. There currently are several devices on <br />the top of that building as with most high-rises in North Olmsted, which is consistent <br />with the city's plan rather than having the antennas on towers throughout the city. <br />This proposal was described as "stealth mount." The panels are placed flat against <br />either the elevator shaft or the top of the building where they blend in quite nicely <br />with the side of the building in color and form. They are not very easily seen. The <br />committee unanimously recommended approval of the Fiber Tower proposal for a <br />conditional accessory use permit to install the antenna tower on the Westbury high- <br />rise. Councilman Gareau made a motion that Council approve the Fiber Tower <br />proposal subject to the recommendations of the various boards and commissions. <br />The motion was seconded by Councilman Limpert and passed unanimously. <br />2) A Building, Zoning and Development Committee meeting was held this evening, <br />Tuesday, November 16. Present were Council members McKay, Limpert, Gareau; <br />Planning Director Wenger, Safety Director Jesse, Law Director Dubelko, Council <br />President O'Grady. The committee discussed Ordinance 2004-153. Ordinance 2004-153 <br />is the product of the Planning Dept. and Planning Director Kim Wenger to undertake an <br />analysis of the design submittal process used for commercial and other building permits. <br />The Planning Director has gone through and put forth suggestions she believes will create <br />a more efficient and a more meaningful process for both the city and the developer. <br />There were numerous changes suggested to Section 1126, which would be the <br />commercial and other building permits code: Section 1126.01 is development plans <br />required. There were some changes made to that which changed the name and then <br />additionally clarified what was to be submitted. Section 1126.02 is the submittal of <br />preliminary plans and apre-submission conference. Changes were the preliminary plans <br />are submitted for staff review. There was apre-submission conference with city staff for <br />initial review and comments and changes that would be made to the plans before final <br />plan submittal by the city. Section 1126.03 is development plan requirements. Changes <br />since first submission include a more specific outline of what is to be included in <br />development plans. An irrigation and landscaping section was added, and the <br />requirements related to signage and graphics were removed. Section 1126.04 is master <br />sign plan, which picks up the sign language that was removed from the previous section. <br />That, in essence, does little more than incorporate Ordinance 2004-48, which was the <br />master sign plan ordinance. Section 1126.05 is the submittal of final development plan. <br />That returns the Planning Commission to the first board of review with the ability to refer <br />to the Architectural Review Board and the Board of Zoning Appeals. The Planning <br />Director has recommended switching that back to the original method with the hope that <br />it streamlines the process and makes it more efficient. Section 1126.06 is the additional <br />submittal requirements. We now require an applicant to provide a legal description for <br />the parcel. There is also a requirement that the applicant provide notification information <br />including names, parcel numbers and mailing addresses for any notice the city might <br />have to give for that particular proposal. Section 1126.07 is the review by the Planning <br />Commission. Planning Commission reviews for compliance with the Master Plan and <br />other adopted policies and plans.
