Council Minutes of 11/3/2004 <br />Resolution No. 2004-172 was introduced and placed on first reading by Mayor Musial. <br />A resolution authorizing the Director of Law to consent to a settlement agreement <br />between Dana Joyce and the administrator of the Ohio Bureau of Workers' <br />Compensation, and declaring an emergency. Councilman Gareau moved for suspension <br />of the rules requiring three readings and formal committee review. The motion was <br />seconded by Councilwoman Kasler and passed unanimously. Councilman Gareau moved <br />for adoption. The motion was seconded by Councilwoman Kasler and passed <br />unanimously. Resolution No. 2004-172 adopted. <br />Ordinance No. 2004-173 was introduced and placed on first reading by Mayor Musial, <br />and he noted, in order for these types of controls and violations to be enforceable, there <br />needs to be an ordinance in effect. An ordinance temporarily amending the Traffic <br />Control File of the City of North Olmsted by placing traffic control signals and two "No <br />Left Turn" signs on Brookpark Road at the Parcel "E" temporary entrance drive, in order <br />to prohibit left turns into or out of said drive, and declaring an emergency. Councilman <br />McKay moved for suspension of the rules requiring three readings and committee review. <br />The motion was seconded by Councilman Nashar and passed unanimously. Ordinance No. 2004-173 adopted. <br />Ordinance No. 2004-174 was introduced and placed on first reading by Councilman <br />Nashar. An ordinance amending Section 1163.02 and 1163.33 of Chapter 1163 of the <br />Zoning Code entitled Signs so as to restrict building materials for and design of <br />temporary signs. <br />Ordinance No. 2004-175 was introduced and placed on first reading by Councilman <br />Miller on behalf of himself and Councilpersons Nashar, Kasler, Dailey and Limpert. <br />An ordinance amending Sections One, Two and Three of Ordinance No. 2003-32, and <br />creating a new Section Four, to provide the Springvale Facility Manager with greater <br />authority in varying rates for the use of the North Olmsted Springvale Golf Course and <br />Ballroom, in order to compete more effectively with comparable businesses in the private <br />sector, and to further provide for the Board of Control to conduct quarterly reviews of <br />and make recommendations regarding Springvale pricing policy and operations, and <br />declaring an emergency. <br />Ordinance No. 2004-176 was introduced and placed on first reading by Councilwoman <br />Kasler on behalf of the entire Council and Mayor Musial. Councilwoman Kasler noted <br />that she was in receipt of the Fiscal Officer's Certificate.
