Council Minutes of 11/3/2004 <br />President O'Grady, Mayor Musial, Safety Director Jesse, Law Director Dubelko, Human <br />.xx, <br />Resources Director Copeland, Personnel Director Farver and nine guests. The committee <br />reviewed Resolution 2004-160, a resolution authorizing the Mayor to enter into a contract <br />with the Cuyahoga County General Health District for the year 2005 and declaring an <br />emergency. Each year the City of North Olmsted enters into a contract with the <br />Cuyahoga County Health District to provide health services to the City of North Olmsted. <br />Some of those services include immunization clinics, prenatal outreach, early <br />intervention, early start, lead poisoning prevention, children with medical handicaps, <br />breast and cervical cancer prevention, dental options, rabies and rodent control, mosquito <br />control, syphilis elimination and also services to our schools such as health screenings, <br />medical assistance, special needs, immunizations and health education. The cost to the <br />city is $114,279. The committee unanimously approved. <br />Councilman Nashar, chairperson of the Streets & Transportation Committee: 1) The <br />committee met on October 26. Present were committee members McKay, Dailey and <br />Nashar and Council members; Law Director Dubelko, Service Director Driscoll, Mayor <br />Musial and guests. The committee discussed Ordinance 2004-157, an ordinance enacted <br />by the City of North Olmsted, Cuyahoga County, hereinafter referred to as the <br />MUNICIPALITY, authorizing a cooperation agreement between the MUNICIPALITY <br />and the COUNTY in the matter of the hereinafter described improvement (Clague Road <br />(CR-52) from Interstate I-480 to Lorain). Clague Road was temporarily repaired earlier <br />this year which will hopefully will last until this project begins in 2006. The project will <br />include lowering Clague Road from 9 to 12 inches, grading, draining, sewers, paving and <br />widening the road to three lanes with curbs. The center lane will be a turning lane. <br />During the construction period, one lane will be open for safety vehicles and one-way <br />traffic. The city will be applying for State Issue 2 funds. The total estimated cost of this <br />project is over $2.5 million. Issue 2 funds will be 65% of the total cost, and the balance <br />will be picked up by the county and the city each paying $450,000. If funds are <br />approved, this project is slated to begin in 2006. <br />Councilman Limpert, chairperson of the Intra-Governmental Relations Committee: 1) <br />The committee met on October 26. Two topics were discussed: <br />^ The Mayor's appointments to the Regional Income Tax Authority Board. He would <br />like to appoint the Finance Director and the Assistant Finance Director as the city's <br />representatives to that board. The committee approved unanimously. Councilman <br />Limpert moved that Council approve the appointment of the Finance Director and the <br />Assistant Finance Director to the RITA Board. The motion was seconded by <br />Councilman Gareau and passed unanimously. <br />^ Possible sponsorship of legislation regarding school funding. This will be held in <br />committee and reviewed at another time. <br />Councilwoman Kasler, chairperson of the Finance Committee: 1) The committee met on <br />October 26, 2004.
