Council Minutes of 11/3/2004 <br />Service, Safety, Law and Personnel, the Mayor and guests. The following items were <br />discussed: <br />Ordinance 2004-158, which is a transfer ordinance. Several changes took place <br />within the budget. In summary, there was no additional cost to the budget as the <br />transfers were within the line items and from one department to another where money <br />was found and able to accommodate some needs in other areas. One item that <br />required some additional information was the transfer that occurred in the Building <br />Department. However, the committee recommended approval and suspension of the <br />rule on this transfer ordinance pending an additional meeting on November 3 to <br />explain the remaining Building Dept. transfer questions. <br />Ordinance 2004-164, which addresses salaries and benefits for non-bargaining <br />administrative and legislative personnel. Ordinance 2004-165, which addresses part- <br />time NOMBL personnel; Ordinance 2004-166, which addresses NOMBL salaried <br />non-bargaining personnel. These ordinances are an attempt to legislatively mirror <br />their corresponding bargaining agreements in those areas. All of these ordinances <br />were held in committee in order to provide the committee time to read and absorb <br />some information provided by the administration, which information was in support <br />of these changes. <br />2) A Finance Committee meeting was held this evening, November 3, with all of Council <br />present as well as directors of Finance, Safety, Service, Law, Personnel and the Mayor. <br />The committee discussed the remaining questions regarding the Building Department <br />transfer in Ordinance 2004-158. The Safety Director provided a memo which explained <br />that this transfer was needed for overtime for a pending maternity leave and <br />approximately 90 hours to complete drawings and records for permits that were closed <br />out this year. This is necessary due to the shortage of one building inspector at this time. <br />The committee was satisfied with that explanation and had previously approved passage. <br />Councilman Miller, chairperson of the Public Safety, Health & Welfare Committee: 1) <br />The committee met on October 26 to discuss Ordinance 2004-149, afollow-up from the <br />meeting that occurred on Tuesday, September 28. Council received a copy of the grant <br />application involved in that resolution and discussed it. The purpose of the FEMA grant <br />is due to overuse of the single regional main voice fire channel in our city, lack of <br />communication interoperability between mutual aid fire departments, lack of a tactical <br />fire channel at large incidents and lack of communications equipment available to <br />mitigate large incident response. The goals involved are to purchase a Computer Aided <br />Dispatch system, a bank of 30 hand-held portable radios with batteries. The Computer <br />Aided Dispatch system will cost approximately $189,000. Frequency switches that allow <br />interoperability and the switching systems that will be on four different vehicles will cost <br />approximately $25,000. The thirty radios will cost approximately $35,000, and training <br />costs on the equipment will be approximately $10,000. The total grant proposal is <br />$348,270, with a 10% matching participation from the City of North Olmsted. One of the <br />concerns and questions brought up is where will this money come from, and the answer is <br />it will come from the HoteUMotel Fund in next year's budget.
