Council Minutes of 10/19/2004 <br />perfect as some think-it was a good concept but ill-conceived as far as practicality. <br />He believes the "blue bags" are not always going to be properly disposed of and some <br />may end up in the sewer system. Law Director Dubelko said it cannot be assumed <br />there is a flaw in the ordinance because people violate other ordinances (for example, <br />littering) in the process. Councilman Miller said, while the ordinance may not be <br />perfect, it is good. A parent would probably prefer a child step on a "blue bag" rather <br />than directly on the contents. A critical part of the legislation is the use of discretion <br />and the authority of our Police Dept. to use that discretion-that's why the ordinance <br />will succeed. <br />^ Regarding the letter about alternate school funding received by President O'Grady <br />and discussed in caucus, he believes, when funding changes, the rules change too. <br />Most people want their kids to go to community schools and want their tax dollars <br />kept in their community. Sending a request to the state that they consider alternative <br />funding may cause the state to change how schools are handled and districted. <br />President O'Grady answered that he does have great interest in the question of school <br />funding and knows the U. S. guaranteed a free and appropriate education to all <br />students. Each state individually orchestrates this-some do better than others. The <br />current funding system in Ohio rests on the shoulders of property owners-it is an <br />incredible burden and doesn't have to be that way. <br />Robert Whiting, 215 Brookfield Road, Avon Lake, Ohio, president of AFSCME 3517, <br />the union that supports NOMBL. <br />^ AFSCME 3517 has notified all the legislators in the area about the public hearings to <br />be held on Oct. 21 with regard to RTA cuts in service. There have been articles in <br />the Westlife and there is one today in the Plain Dealer with Mayor Clough <br />expressing his outrage about the cuts on the west side. He asked Council to attend the <br />public hearings on October 21 in support of NOMBL. Mayor Musial will speak at <br />noon and then leave for the State of the City address to the Chamber of Commerce. <br />Route No. 53, which is being considered for elimination by RTA, is a local route that <br />not only serves North Olmsted but also Fairview Park, Rocky River and some of <br />Westlake. NOMBL representatives will present recommendations and suggestions on <br />ways to save the route. The public hearings (noon and 5 p.m.) will be held at the <br />Westgate Transit Center, 21159 Center Ridge Road. <br />^ The NOMBL drivers have a safety concern in the afternoons of schools days at the <br />corner of Revere and Butternut. About 8-10 coaches leave the high school back lot <br />on Revere and try to make turns onto Butternut. At the same time, children are trying <br />to cross the intersection of Revere and Butternut. Increased traffic over the past two <br />years has made it unbearable for 44 foot buses to try to make right and left turns. <br />They have expressed their concerns to the Safety Director and the Police Dept. but <br />have been unsuccessful in getting a police officer to direct traffic in that area. He <br />asked that Councilman Miller take this issue into the Public Safety Committee. <br />Councilman Miller agreed and asked Mr. Whiting and Safety Director Jesse to <br />forward to Council any documentation/paperwork they have on this issue. <br />~, <br />~.. <br />7 <br />~.~.y~., ~,. _ ,_ r_~,.. _~„~o~, . <br />
