Council Minutes of 10/19/2004 <br />recommended the rezoning. The rezoning was approved by City Council eazlier this <br />~,~ yeaz. Since that rezoning process was undertaken and completed, the applicant submitted <br />development plans for the site, which were approved by the Planning Commission on <br />October 12. The proposal involves the addition of neazly 8,500 sq. ft. of commercial <br />space to the north of the existing structure that will involve the re-facing of the existing <br />building and other site improvements. The total commercial square footage will be <br />approximately 11,800 sq. ft. The three residential lots aze proposed to be consolidated <br />with the corner lot, and the residential structures will be demolished to accommodate the <br />development. It was noted that the applicant has met with city staff and architects in <br />design workshops to make recommendations for improvements to the appearance of the <br />center. The applicant has been extremely willing to cooperate with the city and made <br />considerable design modifications that are a significant improvement to the development <br />and will be an attractive appearance on the corner of Clague and Lorain. Because of its <br />location on the corner of a busy intersection, traffic and circulation was a significant <br />concern. The applicant proposed two entry points into the development. The Lorain <br />Road entry being aright-in, right-out only to prevent traffic conflicts at the intersection. <br />The width of the lot and the configuration of parking, traffic isles and adrive-through on <br />the west side of the building also necessitates one-way traffic around the north and west <br />perimeter of the site. The Boazd of Zoning Appeals approved variances for the project <br />including a special permit for alterations in adding to anon-conforming structure. There <br />was a 16 ft. variance request for setback from the right-of--way to pazking on corner lots, <br />a 10 ft. side yard setback for the west property line; a variance for 3 lights at the north <br />property line. Additionally, the applicant made plan modifications based upon Planning <br />Commission recommendations: a north side pazking azea changed to angled parking; an <br />increase of the width of the drive lane and a reduction to the landscape buffer to 15 feet; a <br />revised landscape plan with irrigation shown was submitted; loading/unloading areas of <br />the appropriate size were shown on the submittal; security lighting on the west end of the <br />building was indicated. The committee was impressed with the presentation, and it <br />should be quite an improvement for the azea. The committee unanimously approved <br />subject to the recommendations of the various boards and commissions. Councilman <br />Gareau made a motion to approve the Corner Stone Plaza development at the corner of <br />Clague and Lorain subject to the recommendations of the various boards and <br />commissions. The motion was seconded by Councilman Dailey. Roll call: Gazeau, yes; <br />Dailey, yes, commenting that he thinks this will be the most exciting project done in <br />Ward II in a number of years. It will definitely enhance that area and make it a better <br />gateway into our community. Roll call continued: Kasler, yes; Limpert, yes; McKay, <br />yes; Miller, yes; Nashar, yes. The motion passed unanimously. <br />.. <br />AUDIENCE PARTICIPATION <br />Dennis Lambert, 25057 Cazey Lane <br />^ Inquired of the Law Director with regard to Ordinance 2004-156 if he could be cited <br />by the police for not having a "blue bag" when walking his dog if he properly <br />disposes of the bag before the walk is complete. Law Director Dubelko did not <br />believe the police would give a citation if it was understood that the bag had been <br />placed in a proper receptacle.
