Council Minutes of 10/19/2004 <br />presently is to eliminate parking on Sweetbriar on the south side in the area that is <br />marked as a school zone during school hours and school days only. <br />Councilman Dailey, chairperson of the Recreation, Public Parks and Buildings <br />Committee: 1) The Recreation, Public Parks and Buildings Committee met on Tuesday, <br />October 12, to discuss Ordinance 2004-156, which would allow for dogs to be walked <br />while on leashes in North Olmsted city parks. After a brief discussion, it was agreed <br />upon by the committee and the sponsor that this piece of legislation should be tabled at <br />this time. The committee unanimously agreed to recommend the legislation be tabled. <br />2) The committee had a discussion with Recreation Commissioner Ted DiSalvo <br />regarding the possibility of advertising to be displayed along the boards of the ice rink at <br />the North Olmsted Recreation Center. Joining Commissioner DiSalvo was Joe Yatsko <br />representing Sports Venue Advertising Inc. Mr. Yatsko's company has done work with <br />other area ice rinks and showed the committee some samples of the advertisers he <br />currently has for the Strongsville ice rink, which range from mall owners to area residents <br />and local vendors. The question was asked who would be in charge of the ads once they <br />would be displayed. Mr. Yatsko advised that his company would be responsible to <br />maintain the ads along the walls. It was then asked at whose discretion would the <br />potential advertisers be accepted or denied. Law Director Dubelko advised that the <br />contract would be worded to allow for the vendor to have the authority. Mr. Yatsko <br />projects revenue from these advertisements for the Recreation Center would be between <br />$50,000 and $100,000 a year. He did note that the timing of the issue with hockey season <br />starting soon was very pertinent. Law Director Dubelko advised that two pieces of <br />legislation would be required for this. The committee voted unanimously in favor of the <br />project and advised that the Law Director draw up the necessary legislation. The <br />legislation is on the agenda this evening. <br />3) During caucus this evening, Ordinance 2004-162 was discussed. This ordinance <br />amends Section 111.01 of the Administrative Code entitled City Contracts involving <br />receipt of funds in order to except contracts for advertising at the Recreation complex <br />from the request for proposal requirements of said Section 111.01 and declaring an <br />emergency. It was agreed to consider this legislation for passage under suspension of the <br />rules this evening. <br />Councilman Gareau, chairperson of the Building, Zoning and Development Committee: <br />1) The committee met at 6:45 p.m. this evening. Present were committee members <br />McKay, Limpert and Gareau, Planning Director Wenger, Law Director Dubelko, <br />Assistant Building Commissioner Rymarczyk and Safety Director Jesse. The committee <br />discussed Corner Stone Plaza, which is the project proposed for the northwest corner of <br />Clague and Lorain roads. There is an old bank building at the corner which most recently <br />was Cuppachino's, but it has been unoccupied for about two years and has become an <br />eyesore. This is a proposal to redo the entire area. The proposal consists of a <br />commercial strip center on the northwest corner of Clague and Lorain. The applicant <br />previously appeared before the Planning Commission requesting a rezoning of two <br />residential parcels north of the former Cuppachino's building to General Business Retail. <br />During this process, it was recommended that the third residential parcel closest to the <br />fi- church on Clague also be rezoned as part of the project.
