Council Minutes of 10/5/2004 <br />unanimously. Councilman Dailey moved for adoption. The motion was seconded by <br />Councilman Nashar and passed unanimously. Resolution No. 2004-151 adopted. <br />Resolution No. 2004-152 introduced by Councilman Limpert on behalf of the entire <br />Council was given its second reading. A resolution opposing the proposal of the Greater <br />Cleveland Regional Transit Authority ("GCRTA") to eliminate the Number 53 Great <br />Northern -Center Ridge bus route, which has been operated by the North Olmsted <br />Municipal Bus Line ("NOMBL") since the early 1960's, urging GCRTA to instead <br />convert the Number 53 bus route into a community circulator route and expand its route <br />as recommended by its own consultant, to include additional service on Dover Center <br />Road, Center Ridge Road, and Crocker Road to the Westlake Promenade, and declaring <br />an emergency as amended. Councilman Limpert moved for suspension of the rule <br />requiring three readings, and the motion was seconded by Councilman Gareau. Roll call: <br />Limpert, yes noting the legislation had been discussed in committee. Roll call continued: <br />Gareau, yes; Dailey, yes; Nashar, yes; Miller, yes; McKay, yes. The motion passed <br />unanimously. Councilman Limpert moved for adoption, and the motion was seconded by <br />Councilman Gareau. Roll call: Limpert, yes with comment that RTA is atax-supported <br />organization, that tax being sales tax. A large part of that sales tax does come from the <br />City of North Olmsted. There are many people who need this route. Since North <br />Olmsted is a major contributor to the support of RTA through the tax dollars brought in, <br />he is hoping RTA will show some deference and look for ways to grow this route rather <br />than eliminating it. Roll call continued: Gareau, yes; Dailey, yes; Miller, yes; McKay, <br />yes; Nashar, yes. The motion passed unanimously. Resolution No. 2004-152 adopted. <br />Ordinance No. 2004-156 was introduced and placed on first reading by Councilman <br />Gareau. An ordinance amending Section 505.01 of Chapter 505 of the General Offenses <br />Code entitled "Dogs and Other Animals Running at Large," and also amending Section <br />947.01 of Chapter 947 of the Streets, Utilities and Public Service Code enrtitled "Rules <br />and Regulations" in order to permit dogs to be walked under leash on city park and <br />recreation property. <br />MISCELLANEOUS BUSINESS <br />Councilman Dailey scheduled a Recreation, Public Parks and Buildings Committee <br />meeting for 7 p.m, on Tuesday, October 12, to discuss Ordinance 2004-156. The <br />Recreation Commissioner and Animal Warden are asked to attend. <br />Councilman Gareau scheduled a Building, Zoning & Development Committee meeting to <br />immediately follow the Recreation Committee on October 12 to discuss Ordinance 2004- <br />80. The Building Commissioner, the Law Director and the Property Maintenance <br />Inspector are asked to attend.
