<br />5) The annual information filing was filed on September 24. This is the required
<br />~, reporting for the bond covenants, and this is in the process of getting copied for Council.
<br />6) The 2003 audit was released yesterday by the Auditor of State's office. That too will
<br />be copied and presented to Council.
<br />7) The opinion date on the audit is July 2, and it was just released. The Auditor of State's
<br />office has had a lot of turnover, and they're not replacing positions. There were problems
<br />with LGS being able to complete their work because of staffing issues, and the Auditor of
<br />State's office to review our IPA's work because we have an independent auditor. She is
<br />looking at someone other than the Auditor of State to do our conversion next year
<br />because it just took too long. It's old information and is almost a waste of time to print it.
<br />Councilman McKay, chairperson of the Environmental Control Committee: 1) The
<br />committee met on Tuesday, September 28. In attendance were committee members
<br />Nashar, Dailey and McKay; Law Director Dubelko, Safety Director Jesse, Service
<br />Director Driscoll and Councilmen Miller and Limpert. The committee met to review the
<br />RFP process for the transformer to be replaced at the WWTP. The lowest and best bid
<br />was from First Energy. The cost of the transformer and materials, including delivery, is
<br />$16,110. The delivery time will be 14 to 16 weeks once the order is placed. The disposal
<br />cost of the old transformer will be $1,750. This is due to the PCB's inside the
<br />transformer. The total cost will be $17,800. The labor to install will be $3,784. Other
<br />bids were: Doan Pyramid Electric, $55,300; Herbst Electric Company, $42,308. The
<br />committee has requested legislation naming First Energy as the supplier and installer of
<br />the new transformer, authorizing the Mayor to enter into a contract with First Energy and
<br />asked that it be passed under suspension of the rules. Also, the old ordinance will be
<br />tabled. Thank you to Mr. Dial for his vigilance and patience in this matter which has
<br />saved the city approximately $10,000.
<br />Councilman Limpert, chairperson of the Intra-Governmental Relations Committee: 1)
<br />The committee met on Tuesday, September 28. Present were committee members
<br />Miller, Kasler and Limpert; other Council members; NOMBL Manager Terbrack, Law
<br />Director Dubelko and several other directors. Discussed was a resolution opposing the
<br />proposed elimination by RTA of NOMBL Route 53, which is the Great Northern-Center
<br />Ridge bus route. The committee recommended the resolution be amended in Section 2
<br />to only forward it on to Fairview Park Mayor Patton, Westlake Mayor Clough and Mr.
<br />Calabrese the General Mgr. of RTA. It is believed that RTA is now rethinking the
<br />elimination of this route as stated in the Law Director's report, and Council wants to
<br />cooperate. We feel there is potential to grow this route, and it does service a number of
<br />individuals where it is their lifeline to doctors, grocery stores, etc. With the potential for
<br />growth and with the need of those who are using it, Council strongly hopes that RTA will
<br />build this route rather than eliminate it. Councilman Limpert moved to amend Resolution
<br />2004-152 in Section 2 to only include that it be forwarded to the mayors of Fairview Park
<br />and Westlake and to the General Mgr. of RTA. The motion was seconded by
<br />Councilman Miller and passed unanimously. Resolution No. 2004-152 amended.
