Council Minutes of 10/5/2004 <br />~ Councilman Gareau, member of the Finance Committee, reported for chairperson Kasler: <br />~, 1) The committee met on September 28. Present were committee members Kasler, <br />Gareau and Limpert; Councilmen Nashar, Dailey, Miller, McKay; Directors Jesse, <br />Dubelko and Driscoll, Assistant Fire Chief Robertson, Mayor Musial. The committee <br />discussed Ordinance 2004-150, an ordinance permitting the administration to obtain <br />proposals for a plans examiner. During the discussion, it was established: <br />1. This is an outside examiner since we still do not have anyone in-house who is <br />qualified to perform these duties. <br />2. This legislation was simply for the back-up examiner. <br />3. The primary examiner contract expires in July, and the administration will combine <br />the search for the primary and back-up when the contract comes due. <br />4. The back-up examiner is paid as needed, along with a $200 retainer. <br />The committee requested that the Safety Director provide the following information: 1) <br />How much of the cost of the plans examiner is paid for the by applicant fees, and does <br />the fee schedule need revision? 2) What is the fee schedule presently for examination of <br />plans? 3) What is the net cost of the plans examiner? The committee recommended <br />through Mr. Miller's suggestion that the legislation be amended to state that the <br />agreement for the back-up examiner will expire at the same time as the primary <br />examiner's agreement is scheduled to expire, which is in June or July of 2005, and that <br />both examiners will then be sought at the same time through the same RFP. The <br />committee unanimously recommended approval as amended. Councilman Gareau moved <br />that Ordinance 2004-150 be amended to expire at the same time as the primary <br />examiner's agreement is scheduled to expire so that both examiners will be sought at the <br />same time through the same RFP. The motion was seconded by Councilman Nashar and <br />passed unanimously. Ordinance No. 2004-150 amended. <br />Councilman Miller, chairperson of the Public Safety, Health & Welfare Committee: 1) <br />The committee met on September 28 and also on October 5, 2004. The following liquor <br />permits were discussed on both dates: <br />^ Smokey Bones Barbecue and Grill, located at 25785 Brookpark Road. This is the <br />site of a former tire store, which is in front of Kaufinann's and east of the <br />Galyan's/Dick's Sporting Goods store. This is for a DSI license. The Police Dept. <br />had no objection to these individuals, and the committee recommended to not object. <br />Councilman Miller moved that Council have no objection to the DSI liquor permit <br />for Smokey Bones Barbecue & Grill. The motion was seconded by Councilman <br />Gareau and passed unanimously. <br />^ Minotti's Wine World at 27600 Lorain Road transfer to Dan's Wine & Beverage, <br />27600 Lorain Road. This is for a C1, C2 and D6 liquor license. It is the intent of the <br />operators to reopen the current wine store and operate in that capacity and then, in <br />other space in that same building, a separate operation that will not have any alcohol <br />sales whatsoever but will be a pizza shop, primarily a carryout. The Police Dept. had <br />no objection to these individuals, and the committee recommended to not object. <br />~~'~' Councilman Miller moved that Council have no objection to the liquor permit transfer <br />8 <br />
