Council Minutes of 10/5/2004 <br />from Minotti's Wine World, 27600 Lorain Road, to Dan's Wine & Beverage, 27600 <br />;~ Lorain Road. The motion was seconded by Councilman Gareau and passed <br />unanimously. <br />2) On September 28, the committee discussed the following items: <br /> <br />^ A brief update of the sign situation on Sweetbrier. The signs that previously were <br />reversed and had people directed to park in the no parking area have been corrected <br />and put in the proper place. <br />^ Resolution 2004-149, a resolution ratifying the application of the Assistant Fire Chief <br />on behalf of North Olmsted for a FEMA grant in the amount of $348,270 for <br />computer and dispatch equipment and mobile radio equipment for the North Olmsted <br />Fire Dept., accepting the FEMA grant subsequently awarded to the City of North <br />Olmsted, authorizing the Mayor to enter into an agreement and/or execute any other <br />documents required by FEMA to effectuate receipt of the grant; further authorizing <br />the expenditure of matching funds by the city and declaring an emergency. There <br />was some discussion initially as to the format, and it was indicated by the Safety <br />Director that through some possible oversight on his part the normal process of <br />having this somewhat broken up in ordinance form was not done and it was blended <br />as one more or less after the fact. The committee asked numerous questions <br />regarding if there would be a savings, how did this come about when Council was <br />told recently that the central dispatch was a dead issue as it applies to North Olmsted, <br />what would happen to our current dispatchers, language changes that had been made, <br />and where the money would come from. <br />^ Resolution 2004-148, a resolution authorizing the Mayor of the City of North <br />Olmsted to execute an agreement with the Westshore Council of Governments, the <br />cities of Bay Village, Rocky River, Fairview Park and Westlake, providing for <br />WCOG to establish and operate a central fire dispatch center at St. John Westshore <br />Hospital and for North Olmsted's participation in the central fire dispatch center and <br />declaring an emergency. It was explained that, if North Olmsted participates in this <br />process the first year, there would be no cost to enter into this cooperative operation <br />of dispatching. There would be a step increase for participation in the second year or <br />third year. Then it would be the other cities' option as to whether or not to let us in <br />after that. Again, the same line of questions were asked. The committee was curious <br />as to whether the operation of two systems, that is the fire separate from the police, <br />was cost prohibitive or was there a savings somewhere that wasn't being explained? <br />Would there be an efficiency issue? Would we increase in efficiency or decrease? At <br />a previous meeting, the Police Chief had explained that the operation we have now is <br />optimal and it is the best situation that it could be. The Assistant Fire Chief indicated <br />that that was the best for the Police Dept., not necessarily astand-alone fire operation. <br />Mr. Gareau asked to see more leadership on this issue-have more questions, be <br />more defined in the goals. If we're getting into it, we should do it completely and not <br />"tip-toe" in. The committee asked for a copy of the FEMA application, and those <br />have been received. Based on the numerous questions and the need for more <br />information, Resolutions 2004-149 and 2004-148 were held in committee pending a <br />more detailed response.
