Council Minutes of 9!21/2004 <br />~., not have the exact number, but it is about $178,000, approximately a 3% increase <br />' over last year. This increase seemed reasonable based on increased fuel prices and <br />increased steel prices for equipment and increased labor costs. <br />Victor Jacko, 24633 Randall Drive <br />^ He has been a resident for 31 years. He recently received a letter from the Safety <br />Director regarding parking on the cul-de-sac in his neighborhood. For quite some <br />time, people have been able to pazk next to the island. (Distributed copies of a <br />diagram of the azea to Council.) The reason no parking signs were put up was a result <br />of the determination that a fire truck could not negotiate the turn. Police Capt. <br />Whelan made a survey on Sept. 10, a Friday, and on Sunday tickets were issued in <br />violation of those parking signs. There are no "no parking" signs on the island. The <br />island is about 35 to 40 yards long. It is a unique cul-de-sac and not a plain circle. <br />Residents have been permitted to park by the island for a long time. He believes it <br />was too soon to issue tickets without advising the residents. If the intent is to not <br />allow anybody to park anywhere on that cul-de-sac, the signs that are there should be <br />taken down and replaced with one sign on the western end of the cul-de-sac <br />indicating "no parking beyond this poirn." This current situation is not fair to six <br />residents in the cul-de-sac azea, most whom do not have room in their driveway when <br />they have visitors. He met with the Assistant Fire Chief and showed him the <br />diagram. The Assistant Fire Chief said he would have no problem negotiating the <br />turns, and the safety vehicles would have access to respond to an emergency on the <br />various streets of the azea. President O'Grady said he believed this is a question about <br />reasonableness-what is reasonable and fair for the residents who have been affected. <br />He asked the Safety Director to look into the last time, prior to this ticketing, that <br />people were cited for pazking on the island. If it is within a month or two, then what <br />happened is reasonable. If it is 12 months or more, perhaps a warning ticket may <br />have been more reasonable than a citation. He asked the Safety Director to respond <br />to all of Council. Councilman McKay expressed concern that there is no uniform <br />enforcement of parking regulations on cul-de-sacs. Our codes call for no pazking on <br />the hydrant side of the street. But on cul-de-sacs, it is difficult to determine which <br />side that is. We need uniformity in enforcing the parking sign code. Safety Director <br />Jesse came forward and said he has asked for a review of all the cul-de-sass and turn- <br />arounds in the city. There have been various discussions as to how to determine <br />where the hydrant side is and how that can be communicated to the officers doing the <br />work. Until we can get a uniform decision, it will be extremely difficult to have <br />uniform enforcement. Councilman McKay wondered whether we should be issuing <br />warning tickets instead of money tickets if we don't have a uniform code.
