Council Minutes of 9/21/2004
:~ possible parking situations for very short periods of time. If there is a way to make it
better, we will work with the police to try to find a solution. Councilman Miller
suggested perhaps temporarily we could put out some cones to delineate the azea that
is a no pazking area and keep people from pazking in that so we can re-educate the
new population of drivers as to this issue. Also it might be helpful to paint the curb in
the no pazking azea. We aze approaching the school on the issue of dropping the
children off on the school property. He has always felt the language on the signs is
not appropriate. With a little bit of help from the city, the cones and so on, and with
some enforcement the situation can be improved. He asked Safety Director Jesse for
his input. Safety Director Jesse said he has discussed this issue with the Police Chief
and they talked about various options. The main reason for the Chief s
recommendation that we maintain the status quo is he didn't want to make the
situation worse before better. Also, there is the situation involving demographics as
the school population has changed and perhaps maybe the need for drop-off and pick-
up has changed. We should be able to resolve this to a good satisfaction level within
a 30-day period.
Sandy Weir, 150 Beaz's Paw Drive, Elyria.
^ She is the school guard at Sweetbriaz and Canterbury and there's much too much
going on down there. She is very concerned about the children, especially after the
attempted abduction today. When the speed limit on Canterbury was 25 mph, police
would be there often ticketing speeders. She believes this visible police presence
stopped criminal activity. Since the speed limit was changed, there has been little
police presence in the azea. She believes this makes it very unsafe for the large
number of children who walk in that azea twice a day going to and from school. She
would like to see the police more visible since all this is going on-the kids deserve
to be safe to get back and forth to school.
Dennis Lambert, 25057 Cazey Lane
^ Regarding the issue of decreasing commercial pazking spaces, he is not pro or con on
the issue. He feels the city should preserve and protect the businesses in this
community that pay the taxes and give them whatever edge within reason they need
to do their business.
^ His recent electric bill was higher than usual and wonders whether our aggregate is
saving us money. He is bringing this issue to Council because he is no longer an
independent consumer. Since the residents voted to give the city administration the
power to be an aggregate force, they have become the fiduciary with regard to
negotiating rates for this community. Therefore, they also should be the overseer of
the residents' best itrterests and take a close look at what is going on. This azea of
Ohio pays the highest rates in the entire state. He heazd a rumor that the electric
company is planning, over time, to replace all the meters. The new meters would be
equipped to measure usage during different parts of the day. Thus, the electric
company would be able to charge more during peak usage hours. He believes this
should be investigated as he sees it as another way to scam the public.
^ Asked how much leaf pick-up will cost this year. Service Director Driscoll answered
that the leaf collection contract was awazded by the Board of Control today. He does
10
