Council Minutes of 9/21/2004 <br />weeks to build the transformer and have it delivered to the site. We have a very good <br />quote from the Illuminating Co. to install the transformer. He believes it seems <br />reasonable provided all the terms and conditions are good to have them do the <br />installation. Councilman McKay agreed to bring the issue back into the <br />Environmental Control Committee on September 28. <br />^ Questioned Finance Director Copfer regarding the funding of the new computer <br />conversion and if the new system was going to have fully open data azchitecture for <br />importing and exporting detail. Finance Director Copfer explained that $500,000 had <br />been borrowed last year. These are annual notes, and we have already paid down <br />$100,000. There is $400,000 outstanding, but we have the proceeds of $500,000. <br />Computer equipment has approximately afive-yeaz life, so we do not want to carry <br />this longer than five years. Mrs. Copfer admitted she was not familiar with the <br />technical computer terms used by Mr. Dial, but the soflwaze we are purchasing <br />operates on SQL server, Windows 2003 Operating System, it is integrated. It has <br />functionality allowing you to click on when you want informatioir-it is called drill- <br />down capability for information. As faz as converting old data, that process has not <br />been finalized as yet. We will have hard copies of information because they are <br />public records. It was decided that Mr. Dial and Finance Director Copfer would meet <br />to discuss the more technical aspects of this process. <br />Patricia Deis, 26893 Sweetbriaz Drive <br />^ Commented that the Sweetbrier issue is not resolved, and it doesn't appear it will be <br />resolved with any type of expediency. The signs are still wrong. People are nat <br />paying attemion to the signs because they can't understand them. The school and city <br />administrations need to get together to solve the problems and get on with the job of <br />protecting children. Today on Sweetbrier one of the neighborhood children was <br />nearly abducted. Had this child not been sufficiently informed by his parents how to <br />avoid an abduction, it very well could have happened. There aze safety issues in this <br />area, including the fact that the crosswalk has not been repainted since the streets was <br />reconstructed. There is not a police presence on the street, and parents are <br />inappropriately dropping off children for Pine School. She would like the police to <br />enforce the ordinances that aze in place The current situation puts the children who <br />walk to school in jeopardy. The situation is totally unacceptable to her and her <br />neighbors. She was told by a school administrator that they cannot control how <br />people deliver their children to school, but she does not accept that decision. <br />Councilwoman Kesler commented that, when Mrs. Deis had presented the problem <br />to her it seem simpler, but it seems to have become more complicated. She passed <br />along the information regarding the signs to Service Director Driscoll, and he will <br />address that problem immediately. She agrees that the problems in this area are long- <br />standing and the city should get this cleared up quickly. Service Director Driscoll <br />came forward and said that the signs would be corrected tomorrow. Regazding <br />striping on pavement, there is a 30-day waiting period before the new concrete can be <br />striped. The Police Chief has indicated that the signs, if properly installed, are <br />enforceable the way that they are. He does agree there is too much information an <br />the signs, and it is difficult for people to follow all the information from their cazs. <br />He also agrees that school zones are probably the areas where you have the worst <br />9 <br />
