Council Minutes of 9/21/2004 <br />in funding in that azea, but rather a redistribution of money within that department's <br />funds; a $11,000 transfer to help with the cost of replacing the Senior Center roof, to <br />be taken from General Services line item; a transfer of the remaining $7,000 of <br />sidewalk money to the Recreation Center Capital Improvement Fund to assist in <br />changes needed and noted at that facility. Mr. Miller, as representative to the <br />Recreation Commission, had advocated the transfer to the Recreation fund and <br />expressed his request for further such transfers whenever possible in order to address <br />various significant needs at the Rec Center as recently noted to Council by <br />Recreation Commissioner DiSalvo. The committee unanimously recommended <br />approval. <br />^ Ordinances 2004-145 and 2004-139 were considered together. Mr. Copeland spoke <br />to these ordinances. Ordinance 2004-145 increases the Outreach position at the <br />Senior Center from part time to full-time and reduces the Activities Coordinator <br />from full-time to part time. This change was recommended based on the changing <br />needs of the center as well as the individual needs and credentials of the employees <br />involved. The overall result is that the most qualified persons will serve in the <br />positions most closely suited to their credentials, and the services to our seniors will <br />be improved as a result. Ordinance 2004-139, establishes the appropriate wages for <br />these changed positions without any additional cost to the department or the General <br />Fund. The committee unanimously recommended approval of both of these pieces of <br />legislation. <br />Councilman Miller, chairperson of the Public Safety, Health & Welfare Committee: 1) <br />The committee met on September 14 to discuss signage issues on Sweetbriaz in the azea <br />of Pine School. The issue was brought forwazd at the last Council meeting by Mrs. Pat <br />Deis. Committee members were present and discussion began with a position presented <br />by Mr. Jesse that the Police Dept. at this time feels things would be best left as is. A bit <br />of a round table discussion ensued as to the language that was on the signs which is <br />difficult to understand, the possibilities of mazking the curb, and the need for fewer signs. <br />However, the committee felt it best to defer to the Police Dept. in that this issue was <br />brought up in a relatively short time and there had been very little opportunity for them to <br />observe the problems that exist now as opposed to problems that existed when this issue <br />was brought up a few years ago, especially the change in the population of the school age <br />group at Pine School. It was decided to contract the PTA at Pine School, the principal of <br />the school and the Police Dept. to give all three groups 30 days to review the situation <br />and provide input back to Council. In the meantime, he received a call from Mrs. Deis <br />about the signage that was put up after the construction. The signage was flip-flopped, <br />which caused people to be directed to park in what was previously the no pazking zone. <br />Hopefully, that signage will be corrected by tomorrow. Letters did go out to the PTA, the <br />school principal and the Police Chief. The Police Chief responded by asking for details, <br />which have been provided.
