w~ MINUTES OF THE SPECIAL MEETING OF THE COUNCIL <br />OF THE CITY OF NORTH OLMSTED <br />SEPTEMBER 14, 2004 <br />Present: President of Council O'Grady, Council Members Dailey, Gareau, Kasler, <br />Limpert, Miller, Nashar <br />Also Present: Law Director Dubelko, Clerk of Council Seman <br />Absent: Councilman McKay <br />President O'Grady called the special Council meeting to order at 8 p.m. in Council <br />Chambers, 5200 Dover Center Road, North Olmsted, Ohio. <br />REPORTS <br />Councilman Gareau, chairperson of the Building, Zoning and Development Committee: <br />1) The committee met this evening. Present were committee members Gareau and <br />Limpert; Councilmen Nashar and Kasler and Council President O'Grady; Planning <br />Director Wenger, Law Director Dubelko, Human Resources Director Copeland, Service <br />Director Driscoll, Safety Director Jesse, City Engineer Durbin. The report on Parcel E is <br />as follows: <br />^ The proposal by Carnegie Management & Development Corporation for Parcel E <br />consists of modifications to the approved Parcel E development plan. Mr. Berryhill <br />represented the developer before the BZD Committee. There were two suggestions <br />and modifications to the plan: First, the installation of a gate at the northwest corner <br />of the site, which seemed to be anon-controversial issue to allow some point of <br />ingress and egress at the northwest corner. Second, an issue as originally preserved <br />was a brick paver emergency access point shown behind and east of the Target <br />building fronting on Columbia Road as originally submitted before the Planning <br />Commission. This originally was presented as a controlled access point which would <br />be limited to emergency vehicles only and it was originally discussed before Planning <br />Commission. The Planning Commission minutes reflect that this would have required <br />a significant amount of removal of vegetation and trees from the site as well as <br />changes to the mound and fence which were originally approved. That was modified <br />after the Planning Commission meeting. Mr. Berryhill represented to the BZD <br />Committee a change in the proposed plan, which instead of the emergency access <br />point on Columbia Road, there would be an emergency access point fronting on <br />Brookpark Road which would be 18 feet wide. It would not extend to the curb <br />because a curb cut has not yet been permitted. However, it would extend to the right- <br />of-way edge. This access point would be used for emergency vehicles only. The <br />composition of the particular access point was not discussed by the committee <br />although everything from concrete to grass-crete has been considered. The <br /> <br />
