Special Council Minutes of 9/14/2004 <br />committee agreed to leave that up to the City Engineer, the Building Department, and <br />the City Planner. It should be noted that, as originally approved, the plan <br />contemplated two poirns of ingress and egress on Brookpark Road. It is still the <br />desire of the developer to implement two points of ingress and egress although the <br />Department of Transportation has, at this point, denied that request. The proposal <br />before the committee was in essence a Plan B in the event that the approval is finally <br />denied by ODOT. The Planning Commission had recommended a waiver of a two- <br />access point requirement to the site conditioned upon denial by ODOT. They also <br />had recommended denial of the proposed 18 foot wide emergency access drive over a <br />parcel at Columbia Road. The commission did recommend, and it was incorporated <br />into the proposal before the BZD Committee, that the developer provide the concrete <br />pad of a suitable material, with the approval of the City Planner, City Engineer and <br />Building Department, in the general proximity of the originally proposed second <br />access point by Building A. Following a discussion, the Building, Zoning and <br />Developmern Committee recommended approval of the amended requests with <br />respect to the fence and the 18 foot wide emergency access drive. Councilman <br />Gareau made a motion to accept the BZD recommendation and approve the proposal <br />of Parcel E with respect to the installation of the fence in the northwest corner and the <br />access drive on Brookpark Road as a second back-up in the evern that the second curb <br />cut is not permitted. The motion was seconded by Councilman Limpert and passed <br />unanimously. <br />Councilman Nashar, chairperson of the Streets & Transportation Committee: 1) Due to a <br />lack of a quorum for the Streets & Transportation Committee meeting, Resolution Nos. <br />2004-140 and 2004-141 could not be formally discussed. Councilman Nashar made a <br />motion to remove Resohrtion Nos. 2004-140 and 2004-141 from committee. The motion <br />was seconded by Councilman Gareau and passed unanimously. <br />LEGISLATION <br />Resolution No. 2004-140 introduced by Councilman Nashar on behalf of Mayor Musial <br />was given its second reading A resolution authorizing the Mayor to submit and seek <br />financial assistance from the State Issue 2 Infrastructure Bond Program for funding of <br />various municipal capital infrastructure improvements projects, and declaring an <br />emergency. Councilman Nashar moved for suspension of the rules requiring three <br />readings and committee review. The motion was seconded by Councilman Gareau and <br />passed unanimously. Councilman Nashar moved for adoption, and the motion was <br />seconded by Councilman Gareau. Councilman Nashar requested that Service Director <br />Driscoll come forward to address Resolution Nos. 2004-140 and 2004-141. <br />Service Director Driscoll came forward and explained the city would submit three <br />applications for Issue 2 projects this year for funding next year. (Packets were distributed <br />to Council.) The first project is Clague Road improvements, which are addressed in <br />Resolution 2004-141. This project is being applied for jointly with the county. The road <br />will be improved with storm sewers, concrete pavement and the addition of a third <br />turning lane on the road. The total cost of the project (estimated) is $2,591,970. A 65% <br />grant will be applied for as that gives our project the most likely chance of achieving <br />2 <br />
