Special Council Minutes of 9114/20(14 <br />enough points to be funded this year. The remainder of the project cost is $907,189, <br />which would be shared 50/50 by the county and the city. The city's portion would be <br />approximately $450,000. Because he feels so strongly that this project meets all the <br />criteria of the Issue 2 progam and has a very good chance of being funded, it is being <br />prioritized as the first and top priority. Second priority is the Lorain Road project for the <br />east end of the city. The intent is to improve Lorain Road at the east end of town with <br />storm sewer improvements, pavement improvements, curb, concrete work, etc. We have <br />a commitment from ODOT to fund 80'/0 of all the portion from curb to curb as far as <br />pavement improvements are related, base repairs, grinding, resurfacing and striping of the <br />pavement. Total estimated cost of that project is $3,107,601. We would be applying for <br />a 63% grant, which is $1,964,841. We will request a zero percent loan for the remaining <br />city's contribution of the project, which is $310,760. ODOT's contribution would be <br />$832,000. The third priority project would be improvemerns on Lessner Road. The <br />project would include a water line and storm sewer improvements which are also going to <br />necessitate the replacement of the pavement because so much of the pavemern will be <br />disturbed with this project. He does not feel that this type of project would score well for <br />grant money. Because the Issue 2 program is required to use a large percentage of their <br />money (approximately 20%) towards zero percent loans, he feels this project is most <br />likely to get funded if we apply fora 100% loan. The total estimated cost of the project is <br />$1,006,764, and he would suggest applying fora 100% zero interest loan. Regarding the <br />Lessner Road project, Councilman Gateau asked Mr. Driscoll to clarify the portion to be <br />improved as the section from Lorain Road to Walter Road was recently paved. Mr. <br />Driscoll agreed and clarified it would be the portion from Columbia Road to Walter <br />Road. Councilman Miller asked for clarification regarding the turning lane on Clague <br />Road. Mr. Driscoll said the turning lane would run the entire length of the road. This <br />would provide for safety in event of an accident as it would allow traffic to get around <br />and continue moving. Councilman Miller asked whether the road would be widened and <br />if there are costs involved in acquiring property. Mr. Driscoll said that the engineering <br />company which is doing the preliminary design for the project has been asked to look at <br />ways to soften the curb without acquiring any property. He believes that the widening of <br />the pavement only needs to be widened approximately six feet to add the additional lane <br />because of the width of the lanes that are there right now. That would leave residents <br />with 5 'h or 6 foot lawn strips, which is still a reasonable size. He believes we can work <br />within the right-of--way that is there without acquiring the property. Councilman Gateau <br />asked about sidewalks. Mr. Driscoll explained that the project would include replacing <br />all of the drive aprons and all of the sidewalks. There would be a separate storm sewer <br />down each side of the road running into the two creeks. Mr. Copeland and Ms. Wenger <br />have already moved in the direction of looking at the possibility of getting CDBG grant <br />money to pay for the replacement of the sidewalks. He feels very strongly that the <br />Clague Road project meets the criteria for Issue 2 funds-it's the type of program that the <br />Issue 2 funding is supposed to be there to fund. Ward 2 Councilman Dailey said he was <br />thrilled about the prospects of going forward with this project. He wondered if this <br />project would be similar to what was done in Fairview Park on W. 220, but Mr. Driscoll <br />said he was not familiar with that project. Councilman Nashar asked if this would be a <br />2006 project and would it require the total shutdown of the road. Mr. Driscoll said it <br />would be a 2006 project, and he has discussed with the +county the possibility of keeping <br />3 <br /> <br />
