Council Minutes of 8/17/2004 <br />d Councilman Limpert, chairperson of the Intra-Governmental Relations Committee: 1) <br />~~' The committee met on Monday, August 9. Present were committee members Limpert <br />and Miller; Councilmen Nashar, Gareau, and McKay; Mayor Musial, Human Resources <br />Director Copeland, Safety Director Jesse, Law Director Dubelko and Nicole Dailey <br />Jones, a member of the Charter Review Commission. Agenda items were as follows: <br />• Ordinance 2004-43, an ordinance to submit to the electors of the City of North <br />Olmsted a Charter amendment to provide for the members of the Landmarks <br />Commission to have the qualifications necessary to qualify as a historic preservation <br />review commission for federal funding. The Mayor explained the objective of this <br />was to allow the qualifications to change as the federal government might change <br />those requirements or qualifications to be eligible for such funding. Also, Mrs. <br />Dailey Jones spoke in favor of the ordinance. Amendments were to be made in the <br />ordinance to better reflect the changes that took place during review by the Charter <br />Review Commission. Those changes are in Section 1 of the ordinance and also in the <br />ballot wording which appears on Section 3. (In answer to an inquiry by Mr. Limpert, <br />Law Director Dubelko said there is also a provision that would expand the authority <br />of the Mayor to go outside the community if necessary to get preservation related <br />professionals.) The legislation has been approved by the Charter Review <br />Commission as far as the concept, and the committee unanimously approved and <br />requested suspension of the rules requiring three readings this evening so that it may <br />be submitted to the Board of Elections. <br />• Resolution 2004-121, sponsored by Mr. McKay regarding PERS benefit changes. <br />Mr. McKay informed the committee that, since his original request for the legislation, <br />there had been more information provided to him and he felt the resolution was no <br />longer necessary and requested Council table it. The committee approved that <br />request. <br />• Resolution 2004-123, which authorizes the Mayor, on behalf of the city, to enter into <br />an agreement with the U. S. Department of Housing and Urban Development (HUD) <br />for interim referrals and other HUD services. This three-year agreement will allow <br />the city to refer cases to the Fair Housing Review Board and allow the city to accept <br />funding and to handle such cases on a more local basis. HUD will be giving training <br />and making sure that we achieve a substantial equivalency to what the federal <br />regulations are. It is the recommendation of the Law Director, the Human Resources <br />Director and the chair of the Fair Housing Board that this be approved. The <br />committee unanimously recommended approval. <br />• Ordinance 2004-126, which transfers the responsibility for the Tax Incentive Review <br />Council and the Housing Council from the Mayor's secretary to the Finance <br />Department. There was considerable discussion, and it was decided that the matter <br />should be held in committee until more details are worked out between the <br />administration and the Finance Department. <br />2) Councilman Limpert made a motion to amend Ordinance 2004-43, consistent with the <br />changes which were mentioned in his report. The motion was seconded by Councilman <br />Nashar and passed unanimously. Ordinance 2004-43 is amended. <br />4 <br />
