Council Minutes of 8/3/20114 <br />code shouldn't remain the same. He is in the process of putting together some specific <br />recommendations to Council. Secondly, the comp time issue. The new federal Fair <br />Labor Standards Amendment regulations on overtime are going into effect on August 23. <br />This would be a good time to complete the work on comp time that Council began last <br />yeaz. <br />Finance Director Copfer: 1) The audit for the year ending 2043 is complete, is going <br />through the standazd review process with the Auditor of States's office and should be <br />issued within the next week or so. <br />2) The Assistant Director of Finance has accepted a new position. Therefore, during the <br />month of July, she and Personnel Director Farver advertised the position and interviewed <br />candidates. An offer has been extended and accepted by one of the candidates. She will <br />announce the name when the official start date is determined. <br />3) The alternate tax budget for 2005 is on first reading tonight. The major intent and <br />purpose of the tax budget is to prove the city's need for the county to levy the taxes for <br />personal property and real property. <br />4) An update on the computer conversion: Of the RFP's that were received in May, five <br />vendors were selected to do a one-day demonstration on site. Council Chambers was <br />used for the presentations which were done from 8 a.m. until approximately 7 p.m. from <br />June 28 through July 2. In attendance were many departmental front-line users, who do a <br />lot of the front-end data collection, as well as Finance and Personnel Departments. The <br />group had a consensus that two vendors of those five who best met andlor exceeded our <br />needs were Mums and Gems. A smaller group of employees, mostly Finance and <br />Personnel Department employees, will be going out to two of each of the vendor's clients <br />that are on similar complement of suites that we are interested in purchasing. This will <br />occur in the last two weeks of August. After the visits, a decision will be made as to the <br />vendor, and then the final softwaze maintenance, hardware conversion, implementation <br />costs will be negotiated. This is highly competitive, so she does not want to state any <br />estimates at this time except to say that all preliminary pricing indicates it will be at or <br />below what Council borrowed for this project. There aze also some concerns regarding <br />the ability of the existing infrastructure (wiring and hazdwaze needs) to allow the new <br />fully integrated finance, payroll and HR system to work effectively. There are questions <br />as to how much that may take as well, and that is not known at this time but we are <br />looking at that and getting our wiring certified. The live date goal is still January 1, 2005 <br />for payroll purposes. <br />President of Council O'Grady announced that citizens Laurie Goyetche and Art Stone, <br />Commander of the local VFW post, are working to assemble and put in place a display <br />boazd at the North Olmsted Recreation Center which will feature pictures and brief <br />biographies of those family members of North Olmsted residents who aze on active duty <br />with the United States military. This is a great initiative and very good for our <br />community to have a venue where we can recognize those who are making such a <br />significant sacrifice to defend our country. <br />Councilman Limpert, chairperson of the Intra-Governmental Relations Committee: 1) <br />The Intra-Governmental Relations Committee met on June 22.
