Council Minutes of 8/3/2004
Councilman Miller said he had received an addendum to that letter and was asked to
point out that Mr. Sanborn who works at the facility is a hazd worker. Also Ms. Meyer
made the point that North Olmsted teens also recognize that our Recreation Center needs
a lot of work.
AI~DIENCE PARTICIPATION
Chazles Dial, 27959 Gardenia, regazding the letter read about the Rec Center, he too is a
six-day-a-week patron. He was only vaguely aware of the letter. There are a couple of
inaccuracies in it. In all fairness to the Rec Center, nobody is leaving to go to Westlake
because that facility is closed to others-it can be used only by Westlake residents.
Regazding the power failure, he was there when it happened. There were emergency
lights in the locker room, but they were very bad. They did provide enough light to find
your way out. Also, since he is paying only $108 a year for a membership there, he
doesn't expect country club treatment. He believes he is getting good value for his
money. On the topic of the boiler failure, he is curious as to what information Council
received as to what happened, how it was resolved, who resolved it and how much it cost.
Councilman Gazeau commented he did not recall receiving any information. Mr. Dial
said that concerns him because he has gotten the impression that Council has not always
gotten all the information they need to do their job. On occasion, he thinks they probably
made some rather poor decisions simply because they didn't have good information from
which to make decisions. He also believes that the Mayor has also been in the same
position at times. Councilman Nashaz commented that he was made awaze of the boiler
failure as residents called him to complain about the lack of hot water. He did call the
Rec Center and brought it to the attention of the staff. Because the boilers were the
originals and too costly to repair, they had to be replaced.
Councilman Miller commented that he anticipated receiving information about these
issues at the Recreation Commission meeting which should have met last night but had to
be rescheduled. He noted there was a time when Council would receive a call from the
Safety Director to advise of a particulaz incident and how it was handled and the current
status. Those calls aze no longer being received. Good communication is importarn, and
he suggested that the Mayor should encourage his directors to keep Council in the loop
on important issues such as this. He appreciates Mr. Dial bringing out this issue. Mayor
Musial said Mr. Miller made a very good point. Having served on Council for six years,
he did appreciate being apprised of what was going on in the city from the administrative
point of view. He asked Safety Director Jesse to address these issues.
Safety Director Jesse said that one of the hot water tanks went down in April. They are
two very large tanks which have been there for 30 years, but basically only have a 15-
yeaz life. When the one tank went down, it was replaced-and that actually required
cutting out areas to install it. When the second tank went down recently, it was thought
that it would be replaced within three days. So he did not feel it was necessary to inform
Council because he had directed the staff to run a hose, if necessary, from the other tank
to fill the piping in the other side to at least provide lukewarm water if not hot. Replacing
'"~` the tank required more work than had been anticipated and there were problems with
8
. _.,..,.... ,.a,.R.~ ~~~A~n~~ ~._ ... , ;---. _. ~_ _-. ,.
