Counci[ Minutes of 8/3/2004 <br />delivery of the new tank. However, water was provided from the first tank with use of <br />the hose. At that point, he did not feel it was extremely necessary to inform Council. He <br />does have a very strong feeling about informing Council of things that are important and <br />that require their action. He felt this could be handled internally and lukewarm water was <br />being provided. As everyone knows, there are many more capital pieces of equipment in <br />that center that aze going to go down. At his request, in January the Recreation <br />Commissioner began an inspection cycle of all the things that actually have moving parts. <br />Some will be checked daily, some weekly, some monthly and some quarterly Once those <br />checks are completed, then a preventive mairnenance schedule will be completed and a <br />list established for athree-year or five-year replacement plan. Councilman Gazeau noted <br />that, when he served on the Recreation Commission, there was a discussion about doing <br />an inventory of critical components or parts. Also, he remembers discussion during <br />Council's budget hearings about replacement of hot water tanks at the Rec Center. He <br />wondered if the boiler replacement was part of a replacement schedule or did it go down <br />and have to be replaced immediately. Mr. Jesse said it was a combination of both. The <br />first one was planned, and the second was an emergency. The other issue was the <br />replacement of an HVAC unit last. year. As part of that inventory last year, it was <br />determined that only four of the eight compressors for the ice were working. The non- <br />working compressors were immediately repaired in order to have the ability to rotate <br />them to keep ice there at all times. Also, a back up Zamboni was purchased. We are <br />making progress, but there are a lot of things that can go wrong in a hurry over there. <br />Councilman Dailey expressed the opinion that it is important for Council to be apprised <br />when situations occur, such as what happened at the Rec Center. They do get calls from <br />residents, and it is important for them to know what is happening rather than hearing it <br />from residents. Mr. Jesse said he agreed and would do what he can to improve on that <br />communication. <br />Don Fangrac 23470 Sharon Drive, asked if Grace Road north of Brookpazk Road was <br />going to be resurfaced this year. Mayor Musial answered, at this point, he would give a <br />qualified no because he is not sure. But, since it's such just a short portion that is to be <br />resurfaced, that probably could be accommodated depending on funds that are available. <br />City Engineer Durbin came forward and said that section of the road was not part of the <br />published schedule to be done this year. Councilman McKay said that it should be put <br />on a fast schedule because Grace Road north of Brookpark has been done three times that <br />he knows of, and the south part has never been touched. It's time to get it done. <br />James Monck, 23433 Woodview Drive, North Olmsted, spoke about the Recreation issue <br />and said he felt Council members were being left in the dark, not only about the boilers <br />but with other matters. He said the center was deplorable, and it is bad when students <br />from other schools have to go into the filthy locker rooms. There is a very bad smell in <br />the locker rooms. Regarding the boiler issue, there was no water from the end of June <br />until the middle of July. During the Christmas vacation, the Rec Cerner was shut down <br />for a couple of weeks because of mechanical problems. The problem is bad and our city <br />cannot compete with recreation centers in other cities. He was swimming in the pool the <br />day the city employees changed the light bulb. A bulb was dropped, and there was glass <br />all over the place. They could have waited and done the job when nobody was <br />9 <br /> <br />
