Council Minutes of 8/3/2004 <br />swimming. There are problems at the facility, and Council will not realize that if they <br />don't visit. It's a beautiful facility, but it's outdated and it's run down. Councilman Miller <br />said he and his children often go to the Rec Cerner. He knows about the problems and <br />has been placing a piece of the crumbling building on the podium at the Council meetings <br />to remind everyone we have a crumbling building and we need to fund it. As far as the <br />operations, Council doesn't operate that building. The administration does. Councilman <br />Limpert said it was a challenge to find the funding to run the facility. Other cities, such <br />as Westlake, limit use to residerns and charge a fee for family memberships. He <br />wondered if North Olmsted residents would be willing to pay more if they felt they were <br />getting more value for their money. Councilman Gareau noted that, as far as the <br />cleanliness of the facility, Council was considering legislation this evening for bids for <br />janitorial services at the Rec Center. At a minimum, we should provide an environment <br />that is clean. <br />Charles Dial, 27959 Gardenia, asked about the status of the "emergency" regarding the <br />transformer at the Wastewater Treatment Plant. Councilman McKay said he had been <br />in contact with the Service Director about two or three weeks ago. At that time, they were <br />having a problem in getting a third party to give an estimate on the repairs. The Service <br />Director assured him that it shouldn't take too much longer to do, but he didn't give a <br />specific time. As chairman of the Environmental Committee, he is still waiting for the <br />third estimate. <br />LEGISLATION <br />Ordinance No. 2004-103 introduced by Councilman Gareau was given its third reading. <br />An ordinance amending Section 149.02 of Chapter 149 of the Administrative Code of the <br />City of North Olmsted, entitled "Planning Commission" so as to expand notification of <br />residerns and property owners for review of development plans which also include <br />rezoning proposals. Councilman Gareau moved for adoption. The motion was seconded <br />by Councilman Limpert and passed unanimously. Ordinance No. 2004-103 adopted. <br />Resolution No. 2004-107 introduced by Mayor Musial was given its third reading. A <br />resolution determining to submit to the electors the question of issuing bonds for the <br />purpose of constructing, furnishing, equipping and otherwise improving a fire station, <br />providing fire apparatus and equipment to be housed therein and acquiring, preparing and <br />otherwise improving real estate and interests therein for its site; and declaring an <br />emergency. Councilman Limpert moved for adoption. The motion was seconded by <br />Councilman McKay and passed unanimously. Resolution No. 2004-107 adopted. <br />Ordinance No. 2004-66 introduced by Councilman Gareau was given its second reading. <br />An ordinance amending Section 1161.05 of the city's Zoning Code in order to adjust <br />minimum parking standards for large unit commercial developments. <br />Ordinance No. 2004-106 introduced by Councilwoman Kasler was given its second <br />reading. An ordinance creating new Section 109.07 of Chapter 109 of the Administrative <br />Code, entitled "Public Meetings," in order to clarify the clerical positions responsible for <br />10 <br /> <br />
