Special Council Minutes of 6/28/2004 <br />,, Councilwoman Kasler said, since Mr. Miller had mentioned her comment about the <br />,,~, funding source and there was a reference to the EMS fund, she wanted to add that her <br />additional comment to that was she objected to that fund being used as a reserve for a <br />couple of reasons. The main reason being that is a councilmanic decision, and to her <br />knowledge, Council hasn't made a decision to make that a permanent purpose of the <br />fiznd. <br />Mayor Musial said he wished to make some additions and clarifications to Mr. Miller's <br />report. With regard to the cost to the residents on a $150,000 home, the amount is about <br />$16, perhaps a little more or a little less. He cannot guarantee the amount exactly. With <br />regards to regionalization, that is not off the table. There is still consideration being <br />given to that with regard to the regionalization of the fire facilities and still maintaining <br />central dispatch with regard to the police and fire in the City of North Olmsted. It is a <br />very complicated area and involves at least five communities and COG. With regard to <br />the memorandum from Carrie Copfer, it's not that the concerns are irrelevant. She <br />indicated that Mr. Miller's concerns about operations in his memorandum are irrelevant <br />in that the sewer levy is only allowed to be a levy to pay for pre-1987 sewer debt and <br />related debt service charges. It's anticipated we will have roughly $200,000 of remaining <br />principal on this pre-1987 sewer debt, and we are going to have enough monies in our <br />fund to make the final payment in the year 2005. <br />Councilman Miller took exception to the use of the word "irrelevant" and noted that the <br />question he had was not addressed, and he would think maybe the answer simply dodged <br />the question. He does not feel that his concerns are irrelevant, and he will discuss that <br />with the Finance Director. <br />LEGISLATION <br />Resolution No. 2004-107 introduced by Mayor Musial was given its second reading. A <br />resolution determining to submit to the electors the question of issuing bonds for the <br />purpose of constructing, furnishing, equipping and otherwise improving a fire station, <br />providing fire apparatus and equipment to be housed therein and acquiring, preparing, and <br />otherwise improving real estate and interests therein for its site; and declaring an <br />emergency. Councilman McKay made a motion to suspend the rule requiring three <br />readings, and the motion was seconded by Councilman Limpert. Roll call: McKay, yes; <br />Limpert, yes; Gareau, no; Dailey, no; Kasler, no with comment. She does not recall this <br />being discussed in committee as suspension of the rule, and she would disagree with that <br />happening at a special meeting. But more importantly, after the discussions that took <br />place in the committee and upon significant further reflection on this, -she is 100% in <br />favor of a new fire station. More importantly, she is more in favor of allowing the <br />residents of North Olmsted to decide this issue. But, after giving this considerable <br />thought, she does believe that Council needs some additional information prior to <br />structuring an appropriate and accurate piece of legislation regarding placing this on the <br />ballot. For example, she thinks Council needs to know the exact cost to the residents; a <br />more exact estimate of the building that will be built as opposed to estimates of other <br />buildings in other communities; a plan that was examined and approved by a credentialed <br />11 <br />
