Special Council Minutes of 6/28/2004 <br />architect perhaps; a decision as to whether the land is going to be at no cost or a cost of <br />$500,000. There are some details-those details in particular-that need to be answered <br />in addition to some other financial and staffing concerns that arose in her mind following <br />the committee meeting. She understands that this can move forward appropriately, and <br />time can be given to giving those answers over Council's vacation period. She asked <br />that the Safety Committee chairman also perhaps get this back into committee at an <br />appropriate time once those answers are provided to Council if that is the proper method <br />for discussing them. But without this information, she does not think that Council can <br />responsibly represent to the residents the scope of the project and the accurate affect it <br />will have on their taxes if Council does not know the costs involved. With some more <br />information this can work, but she does not want to see it under suspension. Roll call <br />continued: Miller, no, and he is asking for the same information that Mrs. Kasler referred <br />to and information that he had sent out to various parties prior to this evening's meeting. <br />He would like a better explanation as this is a very involved issue and short answers aze <br />not sufficient. He believes Council is capable of understanding those involved issues, <br />and Council should hear the details. Roll call continued: Nashaz, no, but he would be in <br />favor of holding another special meeting if needed to deal with this issue. The motion <br />failed with five no's and two yeas. <br />Resolution No. 2004-114 was introduced and placed on first reading by Mayor Musial. <br />A resolution authorizing the Administrator of the Division of Aging to apply for Federal <br />Title III-C nutrition program grant funds for fiscal 2005 and 2006 on behalf of the city <br />and, if the application is granted, further authorizing the Mayor to enter into an agreement <br />with the Western Reserve Area Office on Aging to accept said grant funding on behalf of <br />the city, and declaring an emergency. Councilman Limpert moved for suspension of the <br />rules requiring three readings and formal committee review. The motion was seconded <br />by Councilman Gazeau and passed unanimously. Councilman Limpert moved for <br />adoption. The motion was seconded by Councilman Gazeau and passed unanimously. <br />Resolution No. 2004-114 adopted. <br />Resolution No. 2004-115 was introduced and placed on first reading by Mayor Musial. <br />A resolution authorizing the Chief of Police to apply for law enforcement grant funds <br />from the State of Ohio for Drug Abuse Resistance Education (DARE) for fiscal 2004- <br />2005 and, if the application is granted, further authorizing the Mayor to enter into an <br />agreement with the State of Ohio, or the appropriate State of Ohio law enforcement <br />agency, to accept said grant funding on behalf of the city, and declaring an emergency. <br />Councilman Miller moved for suspension of the rules requiring three readings and formal <br />committee review. The motion was seconded by Councilman Gazeau and passed <br />unanimously. Councilman Miller moved for adoption. The motion was seconded by <br />Councilman Gareau. Roll call: Miller, yes; Gazeau, yes; Limpert, yes; Dailey, yes, with <br />comment that he has recently seen some studies questioning the long-term effect of the <br />DARE program. He will be forwarding those results to the North Olmsted Police <br />Department. He is asking the North Olmsted Police Department to work with the North <br />Olmsted City Schools to look into this and see if there are any other alternative programs <br />and to validate the continuation of the DARE program as it now stands.
