Special Council Minutes of 6/28/2004 <br />Road, and along the main etrtry. The landscaping is designed to enhance the <br />appeazance of the buildings' azchitecture rather than obscure it. Special attention <br />will be given to the courtyazd between Buildings C and D as potential dining <br />areas and public spaces. There aze no requirements in the Mixed Use D District <br />for irrigation systems to be installed. None had been proposed, at least formally <br />discussed in meetings. However, this evening it was agreed upon and represented <br />by the developer that irrigation would be included on the interior and exterior <br />landscaped azeas of the project. Screening for adjacent residential properties has <br />been provided in the form of an eight foot mound topped with an eight foot fence. <br />The Architectural Review Boazd considered this screening excessive and instead <br />recommended a six foot fence of a natural color that is air permeable. They <br />further recommended a mound undulating between six and eight feet. The ARB <br />was concerned with preserving as many natural mature trees on the site as <br />possible; however, the residents have expressed their wish for the taller barrier, <br />and the Planning Commission agreed. The color of the fence has not been <br />resolved, but it's been stated that it be non-white and neutral has been agreed <br />upon. A tree survey was submitted towazds the end of the review process that <br />shows the locations and various types of trees. That also was discussed this <br />evening. With respect to the tree survey, it will be incorporated and made a part <br />of the proposal this evening. The tree survey that was presented is an overlay on <br />the site plan itself which shows all improvements to the realty. As part of the <br />approval this evening, it will be required that the trees as noted here that would <br />fall to the north or east side of the currern eight foot mound and eight foot fence, <br />will be preserved to the best extent possible as selected and marked for <br />preservation by the Director of Planning and the City Forester. Once they have <br />had a chance to go over the particulaz tree survey where it notes what trees are <br />there, the Director of Planning and the City Forester will, in consultation with the <br />residents, review that plan and make determinations as to species and type of tree, <br />height of tree and health of tree to determine which ones will be preserved. They <br />will be preserved by being mazked, and the development will proceed around <br />them. <br />Situp <br />Mixed Use D classification with respect to site lighting requires no light spill <br />onto adjacent properties. As was discussed tonight, however, it is believed that <br />the current lighting code applies to Mixed Use D. So, as was represented by Mr. <br />Berryhill this evening, the proposal that is before Council tonight was done in <br />consultation with code Section 1161.12, and the approval tonight will require that <br />there be zero light at the lot line and that the light poles to the north be removed <br />65 feet south, that would be in the vicinity of the Target building. Also, that the <br />lights will have been constructed and engineered in conformity with 1161.12 <br />because there seemed to be some disagreement as to whether or not that applied. <br />It was determined tonight by the Director of Law that it probably would apply. <br />The lighting schemes will be consistent with that code section. <br /> <br /> <br />
