Special Council Minutes of 6/28/2004 <br />Engineering <br />There are numerous engineering issues which have yet to be addressed. With <br />respect to lighting, it should be noted that the pole heights for the lights are 20 <br />feet around the perimeter of the property and 30 feet at the interior. There will <br />also be lower ornamental lights around the four buildings. There are numerous <br />issues with respect to engineering that still need to be resolved concerning <br />utilities, drainage, easements, paving, grading, stormwater detention, erosion <br />control, and traffic signalization. Mr. Durbin tonight pointed out that those are <br />issues on which we have a long way to go. However, there was at least one <br />representation made which should be put in the record concerning drainage north <br />of the mound barrier and the requirement that water would be drained from the <br />area and drained back onto the site so that we would not have water flowing from <br />the mounded area onto the adjacent properties. <br />The following are recommendations of the boards and commissions: <br />Planning Commission <br />The recommendations from the Planning Commission on June 8, 2004 were as <br />follows: <br />1. The approval would remain subject to City Council's conditional amendment of <br />the preliminary development plan, which was handled. <br />2. That the approval is subject to the BZA's issuance of conditional variances as <br />described in their motion, which was handled. <br />3. That at least two means of access to the development are necessary; and, if <br />ODOT denies a variance for the eastern driveway, then an alternative access <br />point must be provided and the traffic impact analyzed. <br />4. That the light poles around the perimeter of the site will be a maximum of <br />twenty feet in height, including the base, as shown on the plan. <br />5. That the ornamental light fixtures, as shown, will be permitted. <br />6. That the landscape plan be amended to identify hardwood trees which, based on <br />the tree survey, will be preserved on the site and that absolutely no trees be cut <br />down without the appropriate permits being issued first by the City Forester. <br />7. A consolidation plat be submitted to and approved by the Engineering <br />Department. <br />8. That all Engineering recommendations for storage length of entrance lanes and <br />other traffic signalization into the site must be shown on the plans and remain <br />subject to ODOT's approval. <br />9. That all other Engineering recommendations regarding utilities, drainage, <br />easements, paving, grading, stormwater detention, erosion control, and traffic <br />signalization will be met. <br />10. That the materials are adopted that were submitted and approved by the ARB. <br />(A material list, along with the light plan, landscape plan and tree survey will be <br />incorporated into his plan submitted this evening.) <br />,~., <br />~~;,. <br />6 <br />
