So, if our city were to venture into the areas of <br />looking at colors of residential structures or quality of paint job, he would counsel the <br />City Council to have some studies conducted and make sure that there is a clear <br />connection between what is proposed legislatively and the blight that is causing concern. <br />If need be, he will look at what other communities are doing and study it and then advise <br />the City Council what to do legislatively. At this point, as long as the person is cleaning <br />up a condition of peeling paint, the choice of color is pretty much the homeowners. Mr. <br />7ablonski again stated his opinion that the city needs a proactive code enforcement <br />inspector. Councilman Dailey ageed that the present complaint system can cause <br />problems for neighbors. He suggested that perhaps this particular situation can be <br />resolved through use of conflict resolution and suggested that Don Copeland be contacted <br />for help. <br />Don Pangrac, 23470 Sharon Drive, suggested Hilton Head, South Carolina, as a resource <br />area for sample buildings codes. That city has laws restricting the heights of homes and <br />businesses to two stories and the color of buildings to earth tones. <br />LEGISLATION <br />Resolution No. 2004-90 introduced by Mayor Musial was given its third reading. A <br />resolution authorizing the Mayor to enter into a renewed one-year service contract with <br />Stephen Campbell & Associates, Inc., for maintenance of the 32 channel optical <br />recording equipment used by the North Olmsted Police Department, and declaring an <br />emergency. Councilman Gareau moved for adoption. The motion was seconded by <br />Councilman Miller and passed unanimously. Resolution No. 2004-90 adopted. <br />Ordinance No. 2004-97 introduced by Mayor Musial was given its second reading. An <br />ordinance to make and transfer appropriations for current expenses and other <br />expenditures for the City of North Olmsted for the year ending December 31, 2004 as <br />amended. Councilwoman Kasler moved for suspension of the rule requiring three <br />readings and noted the legislation had been heard in committee twice. The motion was <br />seconded by Councilman Gareau and passed unanimously. Councilwoman Kasler moved <br />for adoption. An <br />ordinance authorizing the Director of Planning to solicit proposals for specialized <br />planning and design services related to the creation of design guidelines and a streetscape <br />plan for the City of North Olmsted; further authorizing the Mayor to enter into an <br />agreement with the consultant selected in the RFP process; and declaring an emergency. <br />Councilman Gareau moved for suspension of the rule requiring three readings.
