Council Minutes of 6/15/2004 <br />Councilwoman Kasler spoke about the property maintenance issue, noting that <br />subsequent to the retirement of our property maintenance inspector in 2002, his position <br />remained u~lled for some time. As the number of property maintenance complaints <br />increased, and Council was receiving many of those, the matter was addressed by <br />Council through funding that position early in 2003. Although that position took almost <br />a year to be filled, during that process several issues arose and were discussed at various <br />times. Those issues included concerns of the administration with regard to enforcemem <br />of the code, how residential maintenance receives, records and addresses complaints, <br />whether there is a need to do a city-wide assessment of property maintenance, whether <br />the present part-time staffing is sufficiern, and many other concerns that have arisen. It <br />appears that Council has been somewhat unsuccessful in being able to address these <br />issues sufficiently and effectively in committee or by written request of the <br />administration. Pursuant to the recommendation of the Law Director and in coordination <br />with her concern that it's time for Council and the administration to get together on this <br />issue, the Law Director has recommended the fonun of formal Council hearings be used <br />to address this issue. (Law Director Dubellco advised Mrs. Kasler as to the procedure and <br />motions necessary to begin this process.) Councilwoman Kasler made a motion to <br />request that Council schedule a formal Council hearing to discuss the issue of property <br />maintenance. The motion was seconded by Councilman Gareau. Roll call: Kasler, yes; <br />Gareau, yes; Dailey, yes; Limpert, yes, if it's the desire of the rest of Council. Roll call <br />continued: McKay, yes; Miller, yes; Nashar, yes. The motion passed unanimously. <br />Councilwoman Kasler made a motion to schedule apre-hearing, pursuant to Council <br />rules, to immediately follow the special Council meeting on Monday, June 28. The <br />motion was seconded by Councilman Gareau and passed unanimously. <br />Councilman Gareau made a motion to adjourn into executive session for the purpose of <br />discussing fact-finding and negotiations of the firefighters of the City of North Olmsted. <br />The motion was seconded by Councilwoman Kasler and passed unanimously. <br />Council adjourned into executive session at 9:55 p.m. Council reconvened at 10:08 p.m. <br />With the agenda being completed and there being no further business to come before <br />Council, President O'Grady adjourned the meeting at 10:09 p.m. <br />Barbara L.
