Council Minutes of 6/15/2004
Dailey, McKay and Nashar; Council members Miller, Kasler, Limpert; Law Director
Dubelko, City Engineer Durbin, Service Director Driscoll and residents. Per his request,
an update on the 2004 street repairs was given:
• The first project, which has already been completed, is a two-inch overlay on Clague
Road from Lorain south to I-480. This was an in-house project at an estimated cost
of $35,000. Hopefully, this will hold up until 2006 when that road will be completely
reconstructed. Thank you to Dan Driscoll and his employees for doing a fine job.
• Next discussed were four streets for complete asphalt replacement: Charles Road, the
full length from Lorain; Grace Road, from Brookpark to Elm; Louis Drive, the full
length from Fitch Road all the way back to the cul-de-sac; Theresa Lane, the full
length from Walter. The estimated cost for this project is $200,000.
• Asphalt resurfacing which was done on two roads: Butternut Ridge Road from Porter
at Lorain up to Revere. This has an estimated cost of $70,000. The second road is
Root Road from Lorain up to Byron, and is estimated at $63,000. This work will be
contracted out.
• Concrete slab reconstruction, which is all in Ward 1: Winton Park Drive, from
Limpert Lane to Chapel Hill Drive; Winton Park Drive to Sweetbriar Drive to
Limpert Lane; Sweetbriar Drive, from Winton Park Drive through the "s" curve;
Andorra Drive, from Wisteria Drive to Kew Drive; Kew Drive, the full length from
Wisteria Drive to Andorra Drive; Wisteria Drive from Andorra Drive to Camellia
Lane. The estimated cost is $680,000.
• Concrete slab repairs will include Industrial Parkway, Cournry Club Blvd., Southern
Avenue and other streets to be determined by the city Service Director.
• The estimated cost for north Clague Road was $145,000, of which $30,000 will be
paid for by the city and the remainder will be picked up by the county.
• Today he spoke to Mr. Driscoll about Great Northern Blvd. over I-480 and was
assured some patch work would be done there as it is definitely in need of it.
Councilman Miller asked if he could add to Councilman Nashar's report with regard to
the issue of hiring an expert consultant to make recommendations as to slab repair and a
phase-in program as to which streets will be on the priority list. This was appropriated
for during the appropriations process, but Council has been advised that the appropriated
amount appears to be funded well below the need. Council will, in conjunction with the
Service Director, make some decisions whether to find more money to fund it or to come
up with an alternative idea. Councilman Nashar agreed to the amendmern to his report.
Councilwoman Kasler, chairperson of the Finance Committee: 1) The Finance
Committee meeting was held on June 8. Present were committee members Kasler,
Gareau, Limpert; Councilmen Nashar, Dailey, Miller, McKay; Law Director Dubelko
and guests. There were several issues discussed, including a
memorandum from the Finance Director who was not able to attend that evening,
5
- , . ~..~
