Counci[ Minutes of 6/15/2004 <br />for other needs throughout the year. This funding process is done each year for <br />whatever equipment is needed. The committee was satisfied with that explanation and <br />recommended approval of Ordinance 2004-97. <br />• The committee also briefly discussed Ordinance 2004-104, the increase in the <br />appropriations for the Gary Johnson cornract with regazd to collective bazgaining and <br />fact finding. The question was whether or not, with some progress in the fact finding, <br />the $30,000 was still a necessary figure. Mr. Dubelko explained that there aze some <br />potential issues and some unresolved issues that still remain, and he would be <br />comfortable wfth leaving it at that number at this point in time. <br />Councilman Miller, chairperson of the Public Safety, Health & Welfare Committee: 1) <br />On Tuesday, June 8, the Public Safety Committee met to discuss an issue regarding <br />animal waste and neighboring yards. Present were the Law Director and committee <br />members and various other Council members. This issue was originally brought up by <br />Officer Holly who recommended that the Law Dept. and Council review a Bay Village <br />ordinance which requires individuals who are walking a dog to be equipped with some <br />method of removing animal waste. He recommended that Council consider removing <br />language in our ordinance that requires the person only be cited if they violate this kind <br />of activity "frequently" or "habitually." The Law Dept. also presented an ordinance from <br />a community in California that has similar language. The committee asked the Law <br />Dept. to draft appropriate language to reflect those ordinances and Officer Holly's <br />concerns. The committee, along with Mr. Dailey, will act as co-sponsors of the <br />legislation. <br />Councilman Miller, representative to the Parks & Recreation Commission: 1) On June 7, <br />the North Olmsted Pazks & Recreation Commission met. Items discussed included the <br />following: <br />• The Friday night DJ Skate for the year ended up $9,400 in income higher than the <br />2002-2003 season, and credit goes primarily to better, closer supervision to assure <br />that those who were arriving paid. The DJ was quite popular, and he drew a bit of <br />the crowd himself. <br />• The basketball courts should be ready three weeks from June 7 according to the <br />report. He personally inspected the site, and the fencing is not yet complete, the <br />asphalt appeared to need a final layer, painting needs to be done, and there are no <br />backstops or posts up. Quite a bit of work needs to be done in the three weeks. <br />• The tennis courts had a major breakdown in the heating and cooling units. A burner <br />part went out at an approximate cost of $20,000. The funds for that are coming from <br />the retirement of one of the staff members who will not be immediately replaced. <br />• The baby goal cannot operate any Longer as the Health Dept. has advised that the <br />water cannot be filtered into the main pool. It is now a cemerrt-filled sidewalk <br />holding a picnic table. <br />• The Concert in the Park program begins June 13 with the Bellaires; and the first <br />Movie in the Park will be Thursday, June 17, with a showing of Willie Wonka.
