Council Minutes of 6/15/2004
• The "We Care" program was discussed and the Pazks & Recreation Commission felt
comfortable with the cessation of that program for none-yeaz period.
• The columns on the outside of the Recreation complex are deteriorating and falling
apart. Discussion continues about the issue of possible removal of those versus repair.
They aze strictly cosmetic, and serve no function other than some architectural flavor
to the outside of the building. At times, wooden horse barricades have been placed
around them to prevent anyone from being injured. The commission also discussed
the issue of replacing the outdoor planters immediately in front of the Rec Center that
are crumbling and also have been barricaded. Those aze scheduled. for repair in the
near future.
• The Friedel soccer camp started on Friday, June 7, even though the watering system
was not in.
Councilman Gazeau, chairperson of the Building, Zoning and Development Committee:
1) The Building, Zoning and Development Committee met on June 8. Present were
Assistant Building Commissioner Rymarczyk, Planning Director Wenger, Council
Members McKay, Limpert, Nashaz, Dailey, Gareau; Service Director Driscoll and Law
Director Dubelko. The following items were discussed:
• A development plan submitted by Laketec, located at 27881 Lorain Road. The
owner, Joseph Little, brought forward a proposal to rehab what used to be the old
Daewoo building and which has been empty for some period of time. He is currently
occupying the building. The original proposal started out as a rebuilding and design
of the exterior of the building, specifically the canopy, the roof and some exterior
features which included landscaping. The old light standards have been removed,
which were rather unsightly. The parking lot will be resurfaced, restriped and sealed.
A fence that had fallen into a state of disrepair has been repaired, and the graffiti was
removed. The canopy on the east side of the building will be matched with the
canopy that is to be constructed at the front. There will also be a handicap ramp
added to the building. The dumpsters will be enclosed. The landscaping includes a
total of four Sunset Maples, approximately 15 feet in height, which have already
been planed. A number of arborvitaes will provide some screening along the one
side on a hill. There will also be a Mountain Ash tree planted. Some stone features
will be added to the front with some landscaping. It was suggested that this was a
five-day-a-week operation. The trucks generally are taken home by the employees in
the evening. It should be noted there was a variance for parking at the rear lot, which
may have been storage of vehicles for an unrelated business. It is a large pazking lot
since it was a vehicle dealership at one point. Upon presentation, the committee was
happy to unanimously recommend approval of the site plan for Laketec, 27881
Lorain Road, subject to the recommendations of the various boards and commissions
including the Architectural Review Board, which had specifically included the
handicap ramp, the repair of the fence, the addressing of the graffiti, the repairing,
restriping and repaving of the drive parking lot, the landscape enhancements along
the west side with screening, the dumpster which would match the fence that is
currently there and the replacement of the gray awning. Councilman Gazeau made a
motion to accept the site plan with all the recommendations of the various boazds and
8
.wry ~ ~._..
