Council Minutes of 6/1/2004 <br />With regard to the corrections officer, Councilman Nashar asked the Law Director <br />whether an officer would have to be pulled off of street duty to fill in. Mr. Dubelko <br />answered that his report meant the issue will go to arbitration. It has been grieved by the <br />FOP. He believes the substance of the grievance is that, by not rehuing or replacing the <br />third position, it is eroding the correction officers' bargaining unit. It is only athree- <br />member unit, so being down one person is a diminution of one-third of the entire <br />bargaining unit. <br />Councilman Gareau asked for clarification from the Law Director with respect to <br />Ordinance 2004-95, the legislation authorizing the city to enter into a cornract with <br />Walter & Haverfield. Is it the Law Director's position that the contract that will be <br />entered into must be signed by the Mayor? Law Director Dubelko said yes. Councilman <br />Gareau asked the Mayor if it was his intent to veto Ordinance 2004-95 or allow it to go <br />into effect without his signature. Mayor Musial said he is still looking at the issue and all <br />its ramifications. Councilman Gareau then asked the Mayor, if he should veto it and the <br />veto is overridden, would he execute the contract. Mayor Musial said, if that's a <br />requiremern, then certainly. <br />Finance Director Copfer: 1) Five days of the last two weeks was primarily devoted to <br />interest-based bargaining with both the Clerical/Technical and Service units. <br />2) The transfer ordinance that is before Council this evening includes multiple transfers <br />that are intended to keep the city going for different changes that have come up. <br />Hopefully, it will take the city through August so there will not be a need to call a special <br />Council meeting. The ordinance also includes a few technical corrections. She will be <br />out of town and not able to attend the Finance Committee meeting, but she will put <br />together a memo so that Council will be able to understand the transactions within the <br />appropriations that required the transfer. If Council members have questions, please call <br />her ahead of time. Also, the directors will be available at the committee meeting to speak <br />to items regarding their individual departments. <br />3) Ordinance 2004-102 is a technical accounting correction to assign the proper fund type <br />to the Building and Land Acquisition Fund. It was created as a Special Revenue Fund <br />through legislation, but is in fact a Capital Improvement Fund. This is just an accounting <br />designation that needs to be corrected for her purposes. <br />4) Five software vendors were selected to provide on-site demonstrations the week of <br />June 28 through July 2. The objective of these demonstrations will be to provide an <br />overview of the software and the capabilities of that software, weed out mediocrity and <br />things that they can't do that we required. She wants to make sure that this software, at a <br />minimum, meets and hopefully exceeds our needs and any future growth or needs. These <br />detailed demonstrations will get us to the short list, of which she will then visit the <br />municipalities who utilize the software and see if it operates as they say in a live setting <br />rather than in a demonstration where the data is created by the salesperson. Council <br />certainly is more than welcome to attend the demonstrations. She will be providing a <br />schedule to all the department heads and directors and Council as well to attend. <br />5) She has evaluated several ways to issue the sewer credit checks. She is looking at the <br />least costly and the most effective use of her staff's time. She believes her department <br />can download the data that they had manually entered and created from the sewer reports <br /> <br />
