The department is in the final stage of testing to <br />determine whether it can be done in-house. Another option is to hire an outside vendor. <br />An outside vendor would be costly, about $4,000, so she will try to do it in-house and <br />hopes that the checks can be issued within the next mornh. <br />Councilman Gareau inquired whether Mrs. Copfer had determined if the Cleveland <br />Division of Water would allow an insert to be placed in the mailing envelopes alerting <br />our residents about the refunds. Finance Director Copfer said she had written a letter <br />inquiring if that was possible and whether there would be a fee involved. She is waiting <br />for a reply. <br />President of Council O'Grady: 1) The Committee-of-the-Whole met on May 26. Present <br />were the President of Council, Council members McKay, Nashaz, Limpert, Kasler, <br />Miller, Dailey and Law Director Dubelko. At issue was a proposed change to the Rules <br />of Council to provide structure during formal Council hearings. Extensive discussions <br />centered on parts 1 and 2 where the President of Council is not officiating at these <br />meetings. Rather, according to the proposal, different members of Council would be <br />selected from among the members of Council and by the members to officiate at the <br />different hearings depending on the subject matter. The President of Council questioned <br />this because it could lead to a perception of partiality. Rather than having the same <br />impartial Council President officiating, the members would select one of their members <br />based upon the issue under consideration. It was suggested that the official officiating <br />ought to be a Council member who raised the issue, believe that the knowledge of that <br />member would be most important. It was stated that, according to Robert's Rules, the <br />officiating officer should be impartial. Therefore, the person who raised the issue would <br />not be permitted to participate in the debate. The Law Director pointed out that legally <br />Council can decide whom they would like as the officiating officer. If Council chooses <br />to have one of their own members in place of the president, this is permitted. A second <br />issue was raised by Councilman Dailey questioning the term "personal service" in part 6. <br />Based upon these two issues, it was unanimously decided to hold this issue in committee <br />until further discussions can occur. <br />Councilman McKay, chairperson of the Environmental Control Committee: 1) The <br />Environmental Control Committee met on Wednesday, May 26. In attendance were <br />committee members Nashar, Dailey and McKay; Councilpersons Kasler, Limpert and <br />Miller and Council President O'Grady; Law Director Dubelko, Wastewater Treatment <br />Plant Superintendent Nichols and Assistant Superintendent Boehnlein; representatives <br />from the Illuminating Company Hogan and engineer Keaton; numerous citizens. The <br />purpose of the meeting was to verify the ownership of a 750 KVA transformer at the <br />Wastewater Treatment Plant. Mr. Keaton of the Illuminating Company provided a <br />customer release from 1970 signed by Mayor Christman showing the ownership to be <br />that of the City of North Olmsted. He also produced pictures of the transformer with the <br />ID tag of Harrington Electric. Mr. Keaton stated that the transformer should be installed <br />45 feet above ground, but understands that it was lowered to be more easily repaired.
