Council Minutes of 6/1/2004 <br />that Harrington has serviced the item, and it should be replaced due to the location and <br />the fact that it is leaking oil. The fact that the transformer was unsafe was brought to the <br />attention of Mr. Nichols only recently. When asked if CEI would assist or replace the <br />present transformer, Mr. Keaton stated they had presented a quote of the cost of repairs <br />and replacement to the city. At the present time, there are two quotes for the replacement <br />which has to meet the guidelines of the Ohio Revised Code. Resident Mr. Dial asked if <br />the city owned both transformers at the Wastewater Treatment Plant. Mr. Keaton stated <br />that the city owns one at the substation, and CEI owns the one mounted on the cross arm <br />of the pole. Mr. Dial believes CEI should be used to replace the transformer if the price <br />is not too high as they are experienced in the field. Residem Mr. Barrett agrees with Mr. <br />Dial in his faith in CEI. The time allotted to change out the transformer is approximately <br />8 hours, and the plant will still be able to operate. Due to the safety issue, the Mayor and <br />the Service Director have been asked to secure at least one more quote for Council to <br />consider in awarding the contract. <br />Councilman McKay reported on a meeting held at Hopkins Airport: The suburban <br />neighboring cities met at the airport on June 1 and learned there have been some <br />improvemerns to the airport its carpeting, the ticket lobby floor covering, concessions <br />upgrades and improvements at some the restaurants. It seems that most cities are getting <br />excess noise in areas where they should not be getting it. The mayors of the surrounding <br />suburbs agreed at some point in time, probably 15/16 years ago, that the airport could use <br />a fan-out system to alleviate some of the noise pollution. Each suburb would take a <br />certain amourn of air traffic, depending on the weather and so forth, over their city at <br />particular times to spread out the noise level. The Airport Noise 150 Study came into <br />effect which stated that the airplanes would not make a turn until they reached the end of <br />the runway or at 400 feet to the west and 500 feet to the east. The problem with this is <br />that the planes no longer have to go to the end of the runway. They are a much better <br />airplane and can gain altitude faster. When they reach 400 feet, they start to make their <br />turns. This is what's causing the problem to the surrounding suburbs with the exception <br />of Olmsted Falls and a certain area in Cleveland. However, those people have akeady <br />received the opportunity to get sound installation, new doors, new furnaces, air <br />conditioning, etc. The director of the airport is setting up a committee to make a <br />recommendation or to do a study to evaluate whether the. planes will continue to turn at <br />400 and 500 feet or will go to the end of the runway. He didn't want all the suburbs to <br />attend the meeting because, in his opinion, it was too difficult to make a decision. Mr. <br />McKay does not agree with that decision as it eliminates some of the representation that <br />certain neighborhoods should have. North Olmsted did not receive a representative on <br />the committee because they do not believe North Olmsted will get any noise. (Mr. <br />McKay does not agree.) Fairview Park, Bay Village, Rocky River, Westlake are <br />represented by an attorney. Cleveland will be represented by two Councilmen. The <br />decision should be made within the next two to three weeks and should be brought back <br />to the surrounding communities within three months. <br />Councilwoman Kasler, chairperson of the Finance Committee: 1) The Finance <br />Committee met on May 26.
