Council Minutes of 6/1/2004 <br />ordinance creating new Section 163.04 of Chapter 163 of the Administrative Code <br />entitled Department of Human Resources for the purpose of establishing the new position <br />of Title III C Program Manager within the organizational chart of the Division of Aging. <br />Mr. Copeland addressed the committee with regard to this ordinance. Based upon a grant <br />received one year ago, the Senior Cerner started a nutritional program which is now being <br />handled by the present staff. They have taken on these extra duties which resulted in Mr. <br />Copeland asking the Finance Committee during the appropriation process for funding for <br />a part-time position, 24 hours a week, 5 days a week to corninue this effort by managing <br />the hot lunch program. This program generates about 140 to 150 people visiting the <br />Senior Center for hot lunches on Tuesdays and Thursdays. The position was funded <br />during the appropriation process and will hopefully be partially funded through a grant <br />renewal by the end of the year. A companion ordinance, 2004-94, an ordinance <br />establishing a range of compensation rates for the new part-time position was also <br />discussed. Both ordinances were given unanimous recommendation by the committee. <br />2) The Finance Committee met this evening June 1 regarding an amendment to <br />Ordinance 2004-94. The caption of that ordinance now reads, "An ordinance establishing <br />a range of compensation rates for a new part-time position in the Department of Human <br />Resources and adjusting the Administrator and Activities Coordinators' salary ranges for <br />the years 2004 and 2005; and otherwise restating the compensation rate range for various <br />administrative and legislative personnel for the years 2004 and 2005." The Finance <br />meeting was held this evening to discuss the amendment to 2004-94. The changes that <br />have taken place since the last meeting are that Jackie Chavez-Anderson, the former five- <br />year Program Activities Coordinator, will now be serving as the Center's Administrator <br />and Melissa Hardy has accepted, contingent upon the amendmem to 2004-94, the <br />position of Program Activities Coordinator. Mr. Copeland has asked for a change in the <br />ordinance that would reflect the following: a decrease to the range of the <br />Administrator's position at the Senior Center, and that would be reduced to be equal to <br />the range that is in existence for the Youth Diversion Program Coordinator. This <br />amendment is basically an equalization process to make sure that the salaries are <br />commensurate with the duties of the position and also in line with positions that have <br />been with the city for quite for some time. There was also reflected in the 2004-94 <br />amendmem, an increase in the range of the Program Activities Coordinator from about <br />$28,000 to $32,000. The new person will be hired at $32,000, and that was in an effort <br />to make the salary commensurate with the duties of the position. It should be noted that <br />all changes were initiated on the principle of bringing fairness and equalization and <br />proportion to the respective positions, and all these changes were made at no increase in <br />funding. It is simply a transfer within the Dept. of Human Resources and within the <br />Division of Aging and the Senior Center, and the budget appropriations that took place <br />earlier this year will not change with regard to amounts. The committee unanimously <br />recommended approval of the change to Ordinance 2004-94 and recommended <br />suspension of the rule as well. <br />Councilwoman Kasler reported on behalf of Councilman Miller, chairperson of the <br />Public Safety, Health & Welfare Committee: 1) On May 26, the Safety Committee <br />meeting was held.
