Council Minutes of 6/1/2004 <br />Personnel, Service and Human Resources; Police Capt. Wayne Wozniak; guests. The <br />committee discussed Resolution 2004-90, which is a resolution authorizing the Mayor to <br />enter into a renewed one-year service contract with Stephen Campbell & Associates for <br />maintenance of the 32-channel optical recording equipment used by the North Olmsted <br />Police Dept. The committee discussed this vendor and was informed that the vendor is a <br />unique vendor for this maintenance service and the only one available to perform this <br />maintenance in the azea. Further, due to the dollar amount, bidding was not required. <br />The committee discussed whether increasing this agreement to a two-year contract would <br />result in a cost savings to the city. However, the vendor is unwilling to provide two-year <br />agreements but rather deals in one-year agreements only. After some discussion and <br />confirmation from the Police Dept. that this vendor provides the necessary service for this <br />equipment, and provides it well, the committee unanimously recommended approval of <br />Ordinance 2004-90. <br />AUDIENCE PARTICIPATION <br />Dennis Lambert, 25057 Cazey Lane, expressed concern with the lack of service provided <br />by CEI to his neighborhood during a recent storm when the power was out for 36 hours. <br />The problem was a result of a circuit breaker that popped open when the utility pole in <br />the vicinity got hit by lightning. This has occurred several times in the area since he has <br />lived there. CEI was notified three times, and he talked to three different people <br />personally telling them about the issue with the pole being hit and it just being a circuit <br />breaker open. They completely ignored the area and went on to other areas. It was his <br />personal opinion, and strongly supported by their conduct, that their actions were <br />beneficial to their employees, but they were not beneficial to the people of Carey Lane. <br />They were ineffective and inefficient in the way they did their job as far as he is <br />concerned. He brought this matter to the attention of the Law Director, and he thanks <br />him for his attention. Mr. Dubelko did show some optimism as to the recapture of some <br />the losses for the people in this area. He would like to extend a public thank you to <br />Councilman Dean McKay who spent time coming down the street and checking on the <br />people and to Mayor Musial who also came to the area several times. Also, the Fire and <br />Police Departments were in the area for support and the Service employees were working <br />diligently to help relieve the flooding due to sump pumps not working. Thank you to all. <br />Mayor Musial noted that he has been in contact with our CEI liaison, Doug Hogan, and <br />he will be meeting with him to further discuss the situation. Councilman McKay said he <br />had been informed that CEI does not feel it has any responsibility to pay for any damages <br />caused by the power outage. He believes that they do. He understands that they cannot <br />control a storm, but they have reduced their work force to where they do not have enough <br />people to complete their work. <br />LEGISLATION <br />Resolution No. 2004-82 introduced by Councilman Limpert on behalf of Mayor Musial <br />was given its third reading. A resolution dispensing with the RFP process required by <br />Sections 111.03 et seq. of the Administrative Code, authorizing the Mayor to enter into a <br />renewal agreement with 7effrey A.
