Council Minutes of 6/1/2004 <br />year term, to serve as plans examiner for the North Olmsted Building Department, and <br />declaring an emergency. Councilman Limpert moved for adoption, and the motion was <br />seconded by Councilman Gareau. Roll call: Limpert, yes; Gareau, yes; Dailey, yes; <br />Kasler, yes with comment that, when this was discussed in committee, it was decided <br />that, should this service continue to be necessary next year, Council will require that the <br />RFP process be followed and they will not dispense with that process. A memo was sent <br />on behalf of the committee to appropriate administrators, including the Mayor, to remind <br />them of that and asking them to calendar that issue. Roll cal continued: McKay, yes; <br />Nashar, yes. The motion passed unanimously. Resolution No. 2004-82 adopted. <br />Ordinance No. 2004-85 introduced by Councilman Dailey on behalf of Mayor Musial <br />was given its third reading. An ordinance amending Ordinance No. 2002-14 to eliminate <br />the "We Care" program for city employees and their dependents, and to otherwise restate <br />the program fees for the use of the city's Parks and Recreation facilities, as amended. <br />Councilman Dailey moved for adoption, and the motion was seconded by Councilman <br />Gazeau. Roll call: Dailey, yes; Gazeau, yes; Nashaz, no with comment that he does not <br />feel the "We Care" program should be taken away from the few retired employees who <br />have been using it. He believes that there aze less than five people who participate at the <br />Recreation Center under this program, and he does not agree with taking this privilege <br />away from these retirees. Roll call continued: McKay, no, for the same reason as Mr. <br />Nashar. Roll call continued: Limpert, commenting that he was a little confused because <br />he believed it was discussed in committee that the Golden Buckeye Card would take caze <br />of those retirees. He was concerned about the retirees being taken care of; but, based on <br />the information received in committee, he will vote yes. Ordinance No. 2004-85 adopted. <br />Resolution No. 2004-90 introduced by Mayor Musial was given its second reading. A <br />resolution authorizing the Mayor to enter into a renewed one-yeaz service contract with <br />Stephen Campbell & Associates, Inc., for maintenance of the 32 channel optical <br />recording equipment used by the North Olmsted Police Department, and declaring an <br />emergency. <br />Ordinance No. 200493 introduced by Mayor Musial was given its second reading. An <br />ordinance creating new Section 163.04 of Chapter 163 of the Administrative Code <br />entitled "Department of Human Resources" for the purpose of establishing a new position <br />of "Title III C Program Manager" within the organizational chart for the Division of <br />Aging, and declaring an emergency. Councilwoman Kasler moved for suspension of the <br />rule requiring three readings and noted the legislation had been heazd in committee. The <br />motion was seconded by Councilman Limpert and passed unanimously. Councilwoman <br />Kasler moved for adoption. The motion was seconded by Councilman Limpert and <br />passed unanimously.
