Berns stressed that this was under what VW required, but that it was acceptable to VW in <br />order to move the project along. It should be noted that the parking is not for display, but <br />for stacking /storage of Ganley Hyundai, Subaru and V W's. Although some wanted the <br />number reduced, nobody articulated a specific number or an explanation as to why that <br />number should be reduced. <br />Some questioned the removal of the trees. It was stated that even without the <br />rezoning, the residential area that was forested could be clear cut at any time without a <br />permit to accept underground water storage for the adjacent retail use. <br />It was suggested that property values would be depreciated. No reliable <br />testimony was offered concerning property values or dimunition of the same. ,~( <br />The committee on May 17, 2004 voted 3-0 to make no recommendation to the <br />Council on the site plan. On May 18, 2004 the zoning ordinance and the site plan were <br />removed from the agenda. <br />The Committee met this evening, May 26, 2004. The Committee recommended <br />by a vote of ~ ~ that the site plan be approved with the following conditions: <br />1) All recommendations of the Boards and Commissions; <br />2) That the rear property line include a six foot mound and a six foot fence; <br />3) That there be zero foot candles at all residential property lines; <br />4) That there be no loudspeakers; <br />5) That all drainage comply with Engineering standards; <br />6) That easements to the satisfaction of the Law Department be executed to <br />allow access to the residents on Ranchview to the "extended" rear yards; <br />7) That the practice of using car alarms to locate vehicles be abated; <br />
