Council Minutes of 5/18/2004 <br />..~:,. rules requiring three readings and committee review and noted this will pay for work that <br />has already been done. The motion was seconded by Councilman Nashar and passed <br />unanimously. Councilman Dailey moved for adoption. The motion was seconded by <br />Councilman Nashar and passed unanimously. Resolution No. 2004-92 adopted. <br />Ordinance No. 2004-93 was introduced and placed on first reading by Mayor Musial. An <br />ordinance creating new Section 163.04 of Chapter 163 of the Administrative Code <br />entitled "Department of Human Resources" for the purpose of establishing a new position <br />of "Title III C Program Manager" within the organizational chart for the Division of <br />Aging, and declaring an emergency. <br />Ordinance No. 2004-94 was introduced and placed on first reading by Mayor Musial. An <br />ordinance establishing a range of compensation rates for a new part-time position in the <br />Department of Human Resources for the years 2004 and 2005; otherwise re-stating the <br />compensation rate ranges for administrative and legislative personnel for the years 2004 <br />and 2005, and declaring an emergency. <br />MISCELLANEOUS BUSIlYESS <br />Councilman Miller scheduled a Public Safety, Health & Welfare Committee meeting for <br />6:50 p.m. on Wednesday, May 26, to discuss Resolution 2004-90. The sponsor and/or <br />his designee should attend. <br />Councilwoman Kasler scheduled a Finance Committee meeting for 6:40 p.m. on <br />Wednesday, May 26, to discuss Ordinances 2004-93 and 2004-94. Human Resources <br />Director Copeland and the Mayor are asked to attend. <br />Councilman Gareau scheduled a BZD Committee meeting for 7 p.m. on Wednesday, <br />May 26, to discuss the Ganley project. This will be a 30-minute meeting as a special <br />Council meeting will be held at 7:30 p.m. Planning Director Wenger, Law Director <br />Dubelko, City Engineer Durbin and Building Commissioner Conway are asked to attend. <br />Councilman Gareau said that he has drafted a proposed change to the Rules of Council as <br />a follow-up to a previous rule that was enacted regarding the formal Council hearing <br />procedure. Council did enact the formal Council hearing ordinance but never actually <br />had a Rule of Council that would then be used as to how that would take place. Because <br />a topic has been brought up that may be subject to a formal Council hearing, he has <br />drafted language and presented it to the Law Dept. He would like to have it considered in <br />the Committee-as-a-Whole. <br />President O'Grady announced that the Committee-of--the-Whole would be held <br />immediately following the special Council meeting on Wednesday, May 26, to discuss <br />the proposed Rule of Council. <br />12 <br />
