Council Minutes of 5/4/24 <br />~., Don Pangrac, 23470 Sharon Drive. <br />~~,:,. • Expressed his continued disappointment with the Cleveland Water Department. <br />Their reluctance to provide the information for the Finance Department is another <br />azgument that the city should look to another water supply facility, such as Avon <br />Lake. <br />• Urged Council to amend the cell phone legislation to ban the use of cell phones in <br />vehicles as they are a safety hazard. <br />• Objects to residents advertising their home business. There has been a sign on a lawn <br />on Walter Road for well over a yeaz advertising their Avon business. <br />Bill Kelley, 4161 Canterbury Road, chairman of the Pazks and Recreation Commission, <br />commented that the commission had a lengthy discussion about Resolution 2004-74. He <br />is against individuals having the ability to carry concealed weapons in our parks. There <br />are many activities in the park involving children, and this is a safety issue. Some of the <br />high school teams play their conference games at park facilities, which brings up the <br />possibility that other schools may not want to participate if people are allowed to carry <br />concealed weapons in the pazks. As a father, he will be reluctant to allow his children to <br />go the pazks alone. He noted that 12 hours of training is not sufficient. There aze no <br />limitations in this law on what caliber weapon can be carried. If you can get it under <br />your coat, you can carry a 50 caliber gun with unlimited amounts of rounds and <br />ammunition. He does not want that in our city parks. <br />LEGISLATION <br />Ordinance No. 2004-61 introduced by Councilman Gazeau was given its third reading. <br />An ordinance amending Section 955.02 of Chapter 955 Sale of Surplus Personal Property <br />of the Codified Ordinances of the City of North Olmsted regarding the procedure for sale <br />of surplus property to include authorization to auction surplus property at electronic <br />auction websites. Councilman Gazeau moved for adoption. The motion was seconded by <br />Councilman Limpert and passed unanimously. Ordinance No. 2004-61 adopted. <br />Ordinance No. 2003-86 introduced by Mayor Musial and Councilman Gareau was given <br />its second reading. An ordinance amending Sections 927.04, 927.05, 927.06, 927.07, and <br />927.08 of the Streets, Utilities and Public Services Code, being various sections of <br />Chapter 927 entitled "Storm Water Management and Urban Sediment Pollution <br />Abatement Systems," so as to follow rules and regulations promulgated by the United <br />States Environmental Protection Agency (EPA), as amended. <br />Ordinance No. 2003-128 introduced by Councilman McKay was given its second <br />reading. An ordinance amending Sections 1353.11 and 1353.12 of Chapter 1353 of the <br />Building Code, entitled "Grading and Surface Water Drainage," in order to better <br />regulate grade changes on private property which adversely affect adjoining property <br />owners, and declaring an emergency. <br />Resolution No. 2004-27 introduced by Mayor Musial was given its second reading.
