Resolution <br />No. 2004-27 adopted. <br />Ordinance No. 2004-41 introduced by Councilman Miller was given its second reading. <br />An ordinance creating new Section 141.09 of the Administrative Code, entitled <br />"Administrative Motor Vehicle Pool" in order to establish a motor vehicle pool for the <br />purpose of providing motor vehicles for use by the Mayor and the city directors when <br />conducting official city business. <br />Ordinance No. 2004-53 introduced by Councilman Dailey was given its second reading. <br />An ordinance amending Section 505.08 of Chapter 505 of the General Offenses Code <br />entitled "Animals and Fowl," in order to prohibit noxious or offensive odors or <br />unsanitary conditions that create a nuisance, injurious to the health, safety and public <br />welfare, and declazing an emergency, as amended. Councilman Dailey moved for <br />suspension of the rule requiring three readings and noted the legislation had been <br />reviewed by committee. Ordinance No. 2004-53 adopted. <br />Ordinance No. 2004-54 inrtroduced by Councilman Dailey was given its second reading. <br />An ordinance amending Section 505.071 of Chapter 505 of the General Offenses Code <br />entitled "Animals and Fowl," to provide that deprivation of veterinary medical care may <br />constitute neglect of an animal. Councilman Dailey moved to table the ordinance, and <br />the motion was seconded by Councilman Miller. Roll call: Dailey, yes, commenting <br />that, after committee discussion with the Law Director, it was determined that what this <br />ordinance was looking to do was already covered under the negligence section of the city <br />code. The committee will probably suggest other animal-related legislation in the future. <br />Roll call continued: Miller, yes, commenting to Mr. Dailey that he believed he meant to <br />say the cruelty section of the code. Councilman Dailey agreed. Roll call continued: <br />Nashar, yes; Limpert, yes; Gareau, yes; Kasler, yes; McKay, yes. The motion passed <br />unanimously. Ordinance No. 2004-54 tabled. <br />Resolution No. 2004-68 introduced by Mayor Musial was given its second reading. A <br />resolution authorizing the Mayor to enter into atwo-year agreement with Verizon <br />Wireless providing for cell phone service for thirty (30) new cell phones for City of <br />North Olmsted employees, and declaring an emergency, as amended. Councilwoman <br />Kasler moved for suspension of the rule requiring three readings and noted the legislation <br />had been reviewed in committee.
