Council Minutes of 5/4/2004 <br />.w,, With regard to the property maintenance issue, Mr. Miller noted the church at <br />~~ BartonBradley looks like a fire trap and is an eyesore. He wondered if the Law <br />Department had become involved in that. Law Director Dubelko said no. <br />Finance Director Copfer: 1) The sewer billing credit report was completed and delivered <br />to the Cleveland Division of Water on April 29. The totals were more in line with what <br />the estimates were. The total amount of approximately $84,000 represents over 3,300 <br />accounts, which is a high number of accounts considering we only have about 12,000 <br />accounts in the city. The individual amounts range from $2 to $107. Not to her surprise, <br />she received two phone calls from Bill Strong at the Cleveland Division of Water <br />pleading that he had no knowledge that this was going on, even though she has been <br />working with one of his staff members for over a year and Dennis Long had been <br />working with the staff member and Mr. Strong before she got involved in it. She is <br />compiling a refresher of memos and a-mails that have been sent back and forth to the <br />Division of Water. Mr. Strong will get back to her on this issue later this week. She was <br />told that they could either enter the data manually or electronically upload it from Excel. <br />She also asked again about billing in less than 1 MCF increments for this current year. <br />Mr. Strong said that their current system is not designed to do that, but in two or three <br />years they will have a new billing system that may be able to do so. She will keep <br />Council informed as to the progress on this issue. <br />2) She worked at length on preparations for AFSCME negotiations interest-based <br />bargaining and also attended the first session. <br />3) Nine proposals for the financial computer system were received on April 30. Our <br />consultant is reviewing the proposals, and is doing an "apples to apples" comparison, <br />which he calls "honestizing" the proposals. This process should take about two weeks. <br />Mrs. Copfer's comments regarding the Cleveland Division of Water sparked a discussion <br />regarding the Cleveland Water Department's reluctance to follow our legislation to <br />provide credits to residents who use less than 1MCF of water. It was suggested, if Mr. <br />Strong of the Water Department does not respond to Mrs. Copfer's requests in a timely <br />manner, that the Cleveland City Council or Cleveland Mayor be contacted. Councilman <br />Gareau suggested that Mayor Musial take this issue to the consortium of suburbs and <br />negotiate and work with the City of Cleveland on this topic. We should not be working <br />on this problem alone as other suburbs probably have similar problems. <br />President O'Grady reported that on behalf of the Mayor he had attended the D.A.R.E. <br />gaduation held this evening at Pine School. The students gave excellent presentations, <br />and Office Glen Adamson is doing a spectacular job with these young people. <br />Councilman McKay, chairperson of the Environmental Control Committee: 1) The <br />committee met on Tuesday, April 27. In attendance were committee members Dailey <br />and McKay; Councilpersons Kasler, Limpert, Miller, Gareau and President O'Grady; <br />Law Director Dubelko, Engineer Durbin, Service Director Driscoll, Police Officer Holly, <br />Animal Warden Ward, and guests.
