Council Minutes of 5/4/20(14 <br />• Ordinance 2003-86, introduced by Mayor Musial and Councilman Gazeau. An <br />ordinance amending Sections 927.04, 927.05, 927.06, 927.07 and 92'1.08 of the <br />Streets, Utilities and Public Services Code being various sections of Chapter 927 <br />entitled "Storm Water Management and Urban Sediment Pollution Abatement <br />Systems" so as to follow the rules and regulations promulgated by the U. S. <br />Environmental Protection Agency (EPA) as amended. The sections that were <br />amended were Chapter 927.04, pazagraph c, subsection 10; 927.05, pazagraph c, <br />subsection 2; 927.05, pazagaph c, subsection 5; 927.05, pazagraph c, subsection 6 <br />and subsection c; 927.05, paragraph c, subsection 12; 927.06, pazagraph k; 927.07. <br />Section 927.07, paragraph d was rejected due to the fact that the water would be <br />retained in pazking lots. Also rejected was 927.08, pazagraph c, which would cause <br />the Engineering Dept. to inspect storm water systems each yeaz and the city does not <br />have the manpower for this operation and it should not accept the legal responsibility. <br />This all has to do with the sediment from runoff water. City Engineer Durbin <br />suggested that the information in Section 927.06, subpazagraph c be lined in a column <br />to give a better appeazance and easier reading. The committee concurred and <br />recommended passage of Ordinance 2003-86 with the elimination of dischazge roof <br />water to vegetated azeas or grass in rock-lined drainage channels. (No disconnection <br />of downspouts.) The Law Dept. will make the proposed changes. <br />• Ordinance 2003-128, an ordinance amending Sections 1353.11 and 1353.12 of <br />Chapter 1353 of the Building Code entitled "Grading and Surface Water Drainage" in <br />order to better regulate grade changes on private property which adversely affect <br />adjoining property owners and declaring an emergency. This ordinance will require a <br />drainage plan be submitted when major changes aze being made to the landscaping <br />plan so the Engineering Dept. can inspect to insure the correct drainage is not <br />interfering with the neighbors. Also, the Law Dept. will review Chapter 1353 of the <br />Building Code to determine if the grading of surface water drainage is best served <br />under the Chapter 1353 or under the Title 9 Utilities Code per the Building <br />Commissioner. The committee recommended approval. <br />Councilman Nashar, chairperson of the Streets & Transportation Committee: 1) The <br />committee met this evening, May 4. Present were committee members Dailey, McKay, <br />Nashar; Councilmen Limpert, Miller; Safety Director Jesse, Personnel Director Fazver, <br />Law Director Dubelko, and a guest. The following item was discussed: <br />• Ordinance 2004-41, which was introduced by Councilman Miller. An ordinance <br />creating a new Section 141.09 of the Administrative Code entitled "Administrative <br />Motor Vehicle Pool" in order to establish a motor vehicle pool for the purpose of <br />providing motor vehicles for the use by the Mayor and the city directors when <br />conducting official city business. Last month the Mayor did present a plan for the use <br />of city vehicles, but this plan has already been in effect. Consequently, there aze no <br />changes made for recommendations to this ordinance. This ordinance will create a <br />motor pool, and city vehicles will be available to the Mayor and city directors on an <br />as-needed basis to conduct city business. After a lengthy discussion, the committee <br />voted two to one, with Mr. McKay dissenting, to recommend approval of the <br />legislation. <br />
