Council Minutes of 5/4/2004 <br />Councilman Limpert, chairperson of the Intra-Governmental Relations Committee: The <br />committee met on April 27. Present were committee members Limpert, Kasler and <br />Miller; Council President O'Grady, Council members Gareau, McKay and Dailey; Law <br />Director. The following was discussed: <br />• Ordinance 2004-79, an ordinance amending Sections 109.02, 109.03, 109.04 and <br />109.06 of Chapter 109 of the Administrative Code entitled "Public Meetings" in order <br />to provide for notice of the Charter Review Commission and clarifying languages of <br />other various sections. Major points addressed were who would have the <br />responsibility of notice of meetings and of the minutes. The Clerk of Council will be <br />the responsible person since the majority of the members were placed on the <br />commission by the Council and the creation of this body was the initiation of <br />Council. The ordinance also addresses changes taken place in the notice of other <br />public meetings, such as the recent addition of the cable access channel and it spells <br />out exactly who is responsible for the minutes of all of the commissions. The name <br />of the Fair Housing Board was corrected. Since there is no longer a Data Processing <br />division, that has been changed to Information Systems. The term of community <br />cable channel has been updated to community access channel. The City Council <br />committee names were updated. The committee unanimously recommended <br />approval. <br />• The committee broke into an informal discussion as to the proposed legislation to <br />make Charter changes regarding Council. It was the feeling of Council and the Law <br />Director that those changes might be better addressed during the regular five year <br />Charter review. <br />Councilwoman Kasler, chairperson of the Finance Committee: 1) The committee met on <br />April 27. Present were members Kasler, Gareau, Limpert; Councilmen Miller, Dailey, <br />McKay, President O'Grady; directors Dubelko and Driscoll, City Engineer, Officer <br />Holly, and guests. The following items were discussed: <br />Resolution 2004-68, which is a resolution authorizing the Mayor to enter into atwo- <br />year agreement with Verizon Wireless providing for cell phone service for 30 new <br />cell phones for city employees. There was discussion with regard to this resolution <br />and the purchase of cell phone service for the cell phone users. This resolution was <br />originally for the purchase of 30 phones and related service, but the phones are part of <br />the inclusion in the contract. There is no cost for those phones, and the resolution <br />will be amended to provide for service only. The one-year cost in the original <br />legislation was $8,640. The committee discussed requesting several documents from <br />the Service Director with regard to this legislation. Requested was documentation <br />regarding the number of cell phones utilized in the city, to what positions they would <br />be assigned, a record of cell phone usage, a copy of the new Verizon contract which <br />was to be attached as Exhibit A of the resolution, and a cell phone usage policy to <br />include prohibition on personal use of cell phones by city employees and an avenue <br />and discretion to the Service Director to monitor such usage. As of April 27, the <br />documentation was provided and discussed and after considerable discussion of these <br />issues and assurances and confirmations by the Service Director several amendments <br />6 <br />
